Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: September 24, 2024 ITEM: 6.a. <br />ITEM DESCRIPTION: 2024 Recycling RFP Proposals Discussion <br />Background <br />In 2021, the City of Roseville entered into a three and a half year comprehensive recycling agreement with <br />Eureka Recycling starting on January 1, 2022, and ending on June 30, 2025. <br />Staff initially discussed this topic and shared the Draft Request for Proposal (RFP) with the PWET <br />Commission on November 28, 2023 to get feedback, and to determine what updates would be beneficial to <br />have a robust and equitable RFP. The high-level updates to the RFP from the previous version were: <br />• Updated the Equity section. <br />• Adjusted the scoring table. <br />• Created new attachments that use specific questions to better compare respondents, and ensure the <br />City is being provided the most helpful information for the RFP. <br />• Contract term will be 3 or 5 years. <br />• Reformatted the RFP and contract. <br />After review by the City Council in July 2024, City staff released a Request for Proposals and notified the <br />known recycling contractors in the region and posted the RFP as required. The RFP asked respondents to <br />provide prices based on several scenarios: <br />• City vs. contractor owned cart <br />• Weekly vs. every -other -week servicing <br />• 3 vs. 5-year term <br />• Revenue share vs. no revenue share <br />The RFP closed on Wednesday, September 11, and seven staff from the City have started the review <br />process. The group includes four people from Public Works, one person from Administration, one person <br />from Community Development and one person from Parks & Recreation. <br />Recommendation <br />Receive presentation from staff, allow public input, and provide a recommendation to the City Council on the <br />options for the next Citywide Recycling Services Contract. <br />Attachments <br />1.
