<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 8/5/2024 <br />Item No.: 10.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Roseville Area Schools Resource Officers Agreement for <br />the 2024-2025 School Year <br />1 <br />2 Background <br />3 The Roseville Police Department currently has two school resource officers (SRO). One full-time SRO is <br />4 assigned to Roseville Area High School (RAHS) and one full-time SRO is assigned to Roseville Area <br />5 Middle School (RAMS) and provides support to the elementary schools within the district. This <br />6 agreement aims to meet the need for licensed peace officers, offering specific services to the Roseville <br />7 Area School District. It establishes a framework for collaboration between schools and law enforcement, <br />8 focusing on shared goals. <br />9 <br />10 Key objectives of the partnership include enhancing communication and coordination to foster a safe <br />11 and positive learning environment. By defining roles and expectations, the partnership formalizes <br />12 relationships between officers, school administrators, staff, students, and families. Importantly, assigning <br />13 an SRO to elementary and middle schools ensures continuity of support as students progress to RAHS, <br />14 aiming to build enduring positive relationships across the community. <br />15 <br />16 During summer months, when school is not in session, both SROs will be temporarily assigned to the <br />17 patrol or investigations unit. <br />18 <br />19 The city attorney has reviewed and approved the contract. <br />20 <br />21 Policy Objectives <br />22 One of Roseville's Community Aspirations is to be a community where all people feel safe and secure, <br />23 and where trust and mutual respect for police are fostered. The presence of school resource officers is <br />24 crucial in achieving this aspiration. These officers not only help ensure the safety of our students and <br />25 staff, but they also serve as vital resources, connecting students with the support they need to succeed. <br />26 The role of a school resource officer extends beyond safety, as they build relationships and develop trust <br />27 with our students and staff, fostering a positive and supportive school environment. <br />28 <br />29 Equity Impact Summary <br />30 Roseville Police School Resource Officers aim to foster relationships and build trust between law <br />31 enforcement and young people and families from Roseville’s historically disadvantaged communities. <br />32 They establish connections among schools, law enforcement, mental health providers, and other <br />33 community-based organizations, supporting the City of Roseville and the Roseville Police Department’s <br />34 commitment to creating a safe and inclusive community for all. <br />35 <br />36 Budget Implications <br />37 As with past agreements, the Roseville School District agrees to assume 67 percent of the total costs <br />38 associated with salary and cell phone charges of each officer.
