<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 8/5/2024 <br />Item No.: 10.h. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Authorize the Mayor and City Manager to execute the Fourth <br />Amendment to the Joint Cooperation Agreement with Ramsey County <br />Housing and Redevelopment Authority <br />1 <br />2 Background <br />3 Ramsey County is an Entitlement Urban County and has been receiving an annual <br />4 allocation of Community Development Block Grant (CDBG) dollars through the U.S. <br />5 Department of Housing and Urban Development (HUD) since 1985. This money has been <br />6 used to undertake housing and community development activities primarily benefiting low <br />7 and moderate-income residents of suburban Ramsey County. Since 1992, the Home <br />8 Investment Partnerships Act (HOME) program has also been a resource for the county. <br />9 Ramsey County’s eligibility for both programs, and the actual dollar amount received, are <br />10 based on the total population of jurisdictions choosing to participate. Roseville has been <br />11 participating since 1985, ensuring that projects that qualify for funds are eligible to apply to <br />12 Ramsey County for these resources. Several housing projects and community <br />13 infrastructure improvements have benefited from receipt of these funds. Periodically, <br />14 Ramsey County must requalify under the CDBG Act and Roseville must enter into a joint <br />15 cooperative agreement to continue to have access to these funds through Ramsey <br />16 County. The fourth amendment and the original agreement have been reviewed by the <br />17 City Attorney and are attached. <br />18 <br />19 Policy Objectives <br />20 Continued access to this financial resource can contribute towards a variety of the city's <br />21 aspirations, most notably a community that is economically prosperous. <br />22 <br />23 Equity Impact Summary <br />24 Funds provided through this Joint Cooperation Agreement primarily assist low and <br />25 moderate income neighborhoods. <br />26 <br />27 Budget Implications <br />28 Application and receipt of funds for eligible projects through this cooperation can offset City <br />29 costs. <br />30 <br />31 Staff Recommendations <br />32 Authorize the City Manager and Mayor to execute the Fourth Amendment to the Joint <br />33 Cooperation Agreement. <br />34 <br />Page 1 of 2 <br />Qbhf!282!pg!2:4 <br /> <br />
