Attachment C <br />Executive Summary <br />I can’t thank you enough for the opportunity to converse with your team and learn about the City of Roseville’s <br />(COR) needs related to a strategic planning process. Before I consider working with an organization, I evaluatefor <br />the presence ofthree essentialcomponents: <br />1)Do I have the proper experience to deliver value? The answer is yes. As you read deeper into my proposal you <br />will learn about my experience, training and testimonials from former clients attesting to that value. <br />2)Is the organization willing to invest time and resources into a holistic process? Also,yes. I heardfrom youin <br />our meetingthat you view the strategic plan as a comprehensive guide for your work, not a separate project <br />plan. You also requested theproposal include guidance for ensuring yourteamand board feelequippedto <br />integrate and connect all your work back to the strategic plan. <br />3)Is the organization interested in a relational vs. a transactional approach? Again,yes. <br />By inviting potential contractor partners to have a conversation before submitting a proposal, you demonstrated <br />that youvaluerelationships over rigid processes. <br />During our time together, I heard key attributes that are important to your team: <br />•Staged work with time for reflection throughout the process so that the entire staff team can ‘try things on’ <br />before final decisions are made <br />•A holistic view of the process to support Council and staff in living and breathing the plan into existing work <br />•An efficient process based on moving work forward, as opposed to revisiting the past <br />•A guided process that builds in discipline <br />•In-person sessions no longer than four hours at a time and supporting development of the team <br />•A consultant with facilitation experience who can get the group to consensus, drive work forward and navigate <br />the complexities of personality, differing views, and communication styles <br />This proposal is our best attempt to anticipate your needs and a good faith estimate of costs based on our <br />understanding of the rhythms of your work and your expressed needs. If selected, our first step is to schedule a <br />Strategy Design Session (SDS)where we’ll confirm the details and process for working together, define success, set <br />expectations, refine the budget to align with the finalized scope and workplan. The contract and final budget will be <br />signed based on this discussion. We hope you like what you see and look forward to the opportunity to partner with <br />your organization.
