3 <br />Attachment C <br />Project Approach <br />The Rapp Consulting Group (RCG) is a local government consulting firm specializing in strategic planning <br />for local governments and agencies serving the public sector. RCG has prepared this proposal for strategic <br />planning services to the City of Roseville. <br />RCG has conducted over 100 strategic planning engagements. Some steps are performed concurrently. <br />Project Initiation, City Council/Staff engagement, kick-off meeting <br />Prior to initiating formal action, the consultant will review the results of the previous strategic plan(s) to <br />gain insight into themes and current priorities of the organization-particularly Envision Roseville. Following <br />this, a project kick-off meeting with the City Manager and the leadership team will be held for the following <br />purposes: (1) verify expected outcomes; (2) present an overview of the process; (3) review mission, vision <br />and values to determine the need for creation/updating; (4) discuss & guide staff on developing an <br />environmental scan and organizational profile; (5) clarify and finalize the details of the City Council <br />interview process; (6) discuss other strategic issues-including any unique challenges. <br />Interviews with members of the City Council will be conducted to introduce the consultant and acquire the <br />perspective of the elected officials regarding the current environment, challenges, and issues. At the <br />client discretion, a brief SWOT questionnaire will be administered to all employees to gather feedback on <br />the strategic issues and challenges.
