<br />th <br />37 At the May 20 Council meeting the fire department asked Council to perform a staffing study to allow a <br />38 third party to evaluate and assess the staffing and response capabilities of the department and provide a <br />39 recommendation for staffing. This document would then be used to help guide future staffing and hiring <br />40 processes. The Council did not commit to pursuing this route. However, Council did direct Fire <br />41 Administration to reach out to consultants that provide this type of service in an effort to give Council an <br />42 idea of project deliverables and costs associated with the study. <br />43 <br />44 Fire Administration has reached out to multiple consultants to request deliverables and costs for a <br />45 staffing study. Those consultants are Citygate, Raftelis, and Fitch and Associates. Fire Administration <br />46 received proposals from Citygate and Raftelis, but did not receive a response from Fitch and Associates. <br />47 <br />48 Citygate is a senior public sector executives committed to public service. Their focus is on municipal <br />49 programs and cultivating good governance. Their main office is out of Folsom, California. They have <br />50 provided fire and EMS staffing studies around the country and on a local level with South Metro Fire <br />51 Department, Minnetonka Fire Department, and Shakopee Fire Department. <br />52 <br />53 Raftelis is a municipal and utility services consultant that has their main headquarters in Charlotte, North <br />54 Carolina. They have provided similar staffing consultant services for fire and EMS agencies and on a <br />55 local level have worked with Hopkins Fire Department and Edina Fire Department. <br />56 <br />57 Both consultants have provided thorough examples of deliverables they are able to provide. Both <br />58 provide field level work in which they review the fire department’s call volume, budget, staffing, <br />59 emergency deployment, and compare it to peers as well as national standards (NFPA and OSHA). The <br />60 consultants provide a community risk assessment which will provide a guide on different risks and <br />61 considerations for both fire and EMS response and characteristics in the community currently and into <br />62 the future. <br />63 <br />64 The end goal of both consultants is to prepare a comprehensive organizational and staffing study for the <br />65 Fire Department through their assessment and evaluation of current staffing and emergency deployment <br />66 as well as our ability to meet current and projected service demands. Overall, the methodologies and <br />67 deliverables between the two consultants have a lot of overlap and similarities. Their overall cost is <br />68 similar, with Raftelis at $72,100 and Citygate costing $68,447 for their services. <br />69 <br />70 Policy Objectives <br />71 The Fire Department is experiencing challenges in providing a consistent response to all emergency <br />72 calls that occur in the City of Roseville. Essentially, the 911 call volume demand is outpacing our <br />73 resources causing potential gaps in consistent service and increasing response times. As an aspiration <br />74 of the City to remain safe and prioritize emergency response, we are falling behind this goal and <br />75 aspiration. The purpose of a consultant’s staffing study would be to provide a clear guide for staffing and <br />76 equitable services in the City for years to come. <br />77 <br />78 Equity Impact Summary <br />79 The Fire Department aspires to meet the needs and demands of all members of the Roseville <br />80 community; residents, guests, and business owners. It is our goal to provide high level fire and EMS <br />81 response and care on every response, as well as provide quality and inclusive community outreach. <br />82 <br />83 Budget Implications <br />84 There is a potential cost of between $68,447-$72,100 to hire and retain a consultant to perform a staffing <br />85 and deployment study for the City of Roseville. In addition, the results of their study may address staffing <br />86 needs in the fire department for future budget cycles, but that amount is to be determined. <br />87 <br />88 Staff Recommendations <br />89 Staff recommends City Council evaluate the need for a consultant and direct staff to move forward with a <br />90 chosen consultant or return to Council at a later date to provide staffing recommendations for the future. <br />Page 2 of 3 <br />Qbhf!:2!pg!2:4 <br /> <br />
