<br />35 months, which included online surveys for both business owners and residents, a landing <br />36 page on the City website with information, resources, and context, and two community <br />37 conversations for business owners and residents to learn about the proposed ordinance <br />38 and provide feedback. <br />39 <br />40 Staff drafted a Green To Go ordinance based on language from the City of Edina’s Green <br />41 To Go ordinance, which used language from both the City of Minneapolis and the City of <br />42 Saint Louis Park’s respective ordinances. Staff worked with the Roseville City Attorney to <br />43 update and refine the language for relevancy to Ramsey County, and to reflect Roseville’s <br />44 proposed exclusions and enforcement. If council wishes to move forward, staff will post the <br />45 ordinance and bring back the final ordinance for adoption at a later date. <br />46 <br />47 Policy Objectives <br />48 The City of Roseville set forth a goal to reduce greenhouse gas emissions 80% by 2050 <br />49 relative to 2005 levels. Solid waste disposal accounts for 2.3% of greenhouse gas <br />50 emissions in the City of Roseville as of 2020. <br />51 <br />52 Equity Impact Summary <br />53 This ordinance would apply to all Roseville restaurants. We do not have racial <br />54 demographics of restaurant ownership in Roseville. However, a National Restaurant <br />55 Association study indicates that 19% of restaurant businesses in Minnesota are minority- <br />56 owned vs. 11% of all private sector businesses. Racial disparities in business ownership <br />57 can present in overall earnings, growth, and access to loans and other credit, and BIPOC- <br />58 owned businesses in Roseville may have narrower profit margins than white-owned <br />59 businesses. <br />60 <br />61 Budget Implications <br />62 Budget implications are not known at this time. <br />63 <br />64 Staff Recommendations <br />65 Staff recommends a discussion of the engagement findings, and recommend Council <br />66 receive feedback on the draft ordinance.
