<br />REQUEST FOR COUNCIL ACTION <br />Date: 8/19/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Entering into a Professional Services Agreement with <br />INspiring SIGHT for Strategic Planning Services <br />1 <br />2 Background <br />3 On August 5, 2024, the City Council approved working with INspiring SIGHT to conduct a strategic <br />4 planning process based on the updated Community Aspirations. Included as Attachment 1 is the <br />5 proposed Professional Services Agreement with a revised scope based on City Council discussion. The <br />6 only changes to the original scope and cost are regarding having INspiring SIGHT conduct individual <br />7 phone interviews with newly elected City Council members to share the progress of the strategic <br />8 planning process and to gather their input. As mentioned during the August 5, 2024 meeting, it is <br />9 desired to have an additional session with INspiring SIGHT to help staff on the implementation of the <br />10 strategic plan. At this point, it is uncertain whether that work can be completed as part of Session 4, so <br />11 it is still listed as an option for the City to pursue if needed. The base cost of the strategic planning <br />12 process is $28,875 plus an optional session for implementation costing and additional $4,300 for a grand <br />13 total not to exceed $33,175. <br />14 At the August 19 meeting, staff would like the City Council to review potential dates for the meetings that <br />15 will be part of the strategic planning process. In addition, the City Council should discuss the time of day <br />16 for the meetings, the location of the meetings, and whether they should be televised/video recorded. <br />17 <br />18 Policy Objectives <br />19 The goal of the strategic planning process is to integrate the updated Community Aspirations, the <br />20 Strategic Racial Equity Action Plan (SREAP), and departmental work plans into a cohesive and <br />21 actionable strategic plan. The strategic plan will guide the City's efforts over the next three to five years, <br />22 ensuring alignment with the community's vision and the Council's goals, and embedding equity and <br />23 inclusion into all aspects of the City's operations and decision-making processes. <br />24 <br />25 Equity Impact Summary <br />26 The strategic planning process facilitated by Inspiring Sight is designed to ensure that equity and <br />27 inclusion are foundational elements of the City's strategic plan. Inspiring Sight's approach includes a <br />28 strong focus on systems that support equity, change management to foster an inclusive organizational <br />29 culture, and methodologies that ensure all voices are heard and considered. Their process aligns with <br />30 the City's commitment to equity, as outlined in the SREAP, by making equity an integral part of the <br />31 strategic plan rather than a separate initiative.
