REQUEST FOR COUNCIL ACTION Date: 8/19/2024 Item No.: 7.c. Department Approval City Manager Approval Item Description: Consider Entering into a Professional Services Agreement with INspiring SIGHT for Strategic Planning Services 1 2 Background 3 On August 5, 2024, the City Council approved working with INspiring SIGHT to conduct a strategic 4 planning process based on the updated Community Aspirations. Included as Attachment 1 is the 5 proposed Professional Services Agreement with a revised scope based on City Council discussion. The 6 only changes to the original scope and cost are regarding having INspiring SIGHT conduct individual 7 phone interviews with newly elected City Council members to share the progress of the strategic 8 planning process and to gather their input. As mentioned during the August 5, 2024 meeting, it is 9 desired to have an additional session with INspiring SIGHT to help staff on the implementation of the 10 strategic plan. At this point, it is uncertain whether that work can be completed as part of Session 4, so 11 it is still listed as an option for the City to pursue if needed. The base cost of the strategic planning 12 process is $28,875 plus an optional session for implementation costing and additional $4,300 for a grand 13 total not to exceed $33,175. 14 At the August 19 meeting, staff would like the City Council to review potential dates for the meetings that 15 will be part of the strategic planning process. In addition, the City Council should discuss the time of day 16 for the meetings, the location of the meetings, and whether they should be televised/video recorded. 17 18 Policy Objectives 19 The goal of the strategic planning process is to integrate the updated Community Aspirations, the 20 Strategic Racial Equity Action Plan (SREAP), and departmental work plans into a cohesive and 21 actionable strategic plan. The strategic plan will guide the City's efforts over the next three to five years, 22 ensuring alignment with the community's vision and the Council's goals, and embedding equity and 23 inclusion into all aspects of the City's operations and decision-making processes. 24 25 Equity Impact Summary 26 The strategic planning process facilitated by Inspiring Sight is designed to ensure that equity and 27 inclusion are foundational elements of the City's strategic plan. Inspiring Sight's approach includes a 28 strong focus on systems that support equity, change management to foster an inclusive organizational 29 culture, and methodologies that ensure all voices are heard and considered. Their process aligns with 30 the City's commitment to equity, as outlined in the SREAP, by making equity an integral part of the 31 strategic plan rather than a separate initiative.
