REQUEST FOR COUNCIL ACTION
Date: 9/9/2024
Item No.: 10.g.
Department Approval City Manager Approval

Item Description: Approve Professional Services Agreement for Water Meter Vault
Project
1
2 Background
3 On September 25, 2023, the City Council approved a Construction Cooperation Agreement
4 with Arden Hills for the Hamline Avenue Watermain Project. This project involves upgrading
5 the watermain size on Hamline Avenue between Josephine Road and Glenhill Road (City
6 Limits). As part of the project, staff has determined that the water meter that serves this line
7 should be upgraded. The meter size is not adequate to serve the project flows in the future.
8
9 In order to design the new meter sizes and the new meter vault that the new meters would
10 go in, staff reached out to three consultants. A consultant is needed since meter sizing and
11 designing vaults is specialized work. This work would be tied to the Hamline Avenue
12 watermain construction project for later this summer or early next year. The consultant
13 would also design vaults and meter sizes for future replacement of the other Arden Hills
14 connections on County Road D at Fairview Avenue and Cleveland Avenue, which would be
15 constructed at later dates.
16
17 Staff received three proposals:
18 SEH, Inc – $26,770.00
19 HR Green - $33,800.00
20 HDR - $50,651.00
21
22 Although the proposals varied in scope slightly, staff recommends the SEH, Inc., proposal
23 be approved since the scope meets the City’s needs and is the lowest cost. Staff has
24 worked with SEH on prior projects, including most recently the water tower painting project.
25
26 The City Attorney has reviewed the standard professional service agreement, terms and
27 conditions.
28
29 Policy Objectives
30 It is City policy to keep City-owned infrastructure in good operating condition and to keep
31 systems operating in a safe condition.
Qbhf!23:!pg!26:
