<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 9/9/2024 <br />Item No.: 10.h. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Resolution Ratifying the Labor Agreement between the City <br />of Roseville and Law Enforcement Labor Services Local 478 <br />1 <br />2 Background <br />3 The City of Roseville has six collective bargaining units. The City works with <br />4 representatives of each unit to negotiate the terms of an agreement which lay out <br />5 conditions of employment. This agreement is then brought to the respective union <br />6 members for a vote, and sent to the City Council for review, discussion and approval. The <br />7 collective bargaining agreement with Law Enforcement Labor Services (LELS) local 478 <br />8(Deputy Chief) expires at the end of 2024. <br />9 <br />10 The union has voted to accept the proposed terms and conditions which are outlined in the <br />11 attached Tentative Agreement (Attachment 1). As part of the negotiation process, staff and <br />12 union representatives looked at both internal and external market comparisons regarding <br />13 wages and benefits. City staff and the union have found common ground for a settlement <br />14 on the contract provisions outline in the attached Tentative Agreement. <br />15 <br />16 Policy Objectives <br />17 Each year the City budgets wage and benefit adjustments for all employees. The <br />18 adjustments stem from the best information known or anticipated from the metro labor <br />19 market, labor settlements and budgetary considerations. <br />20 <br />21 Objectives considered when negotiating this contract included utilizing internal and external <br />22 comparisons in order to reach a fair and equitable agreement for both sides. Additionally, a <br />23 cost analysis, market survey, internal wage compression issues, and review of current <br />24 economic conditions were conducted and considered along with compliance with the <br />25 Minnesota Pay Equity Act. <br />26 <br />27 Equity Impact Summary <br />28 The consideration of equity in this recommendation ensures that the contract aligns with <br />29 the community’s aspirations for safety, security, and fair treatment. The decision supports <br />30 the Deputy Chief’s role in fostering a secure environment, which is vital for community trust <br />31 and safety.
