<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/9/2024 <br />Item No.: 7.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Appoint Youth Commissioner to Equity and Inclusion Commission <br />1 <br />2 Background <br />3 It has been customary for the City Council to appoint youth representatives to serve on various advisory <br />4 commissions. Chapter 201 of the city code allows the Council to appoint up to two (2) additional <br />5 residents of the city who are the age of 18 or under and enrolled in high school to serve one-year terms <br />6 on a commission as youth commissioners. Youth commissioner terms expire on July 31 of each year. <br />7 <br />8 Additionally, in August, 2022, Council updated the code language to remove "ex-officio" from the youth <br />9 commissioner role, and allow youth to decide if they wanted to be a voting member of the commission. <br />10 Youth are required to fill out an application, and as part of the application they are asked if they are <br />11 seeking voting rights. If they are, the youth applicant must have their parent or guardian approve and <br />12 sign the application agreeing to allow the youth to vote. <br />13 <br />14 Staff has received applications from the following students for the Equity and Inclusion Commission: <br />15 Gwen Goedken - seeking voting rights <br />16 Anica Barze - seeking voting rights <br />17 <br />18 The applications have been signed by the parent/guardian granting permission for the youth applicants <br />19 to be a voting member. <br />20 <br />21 Youth commissioners are appointed to one-year terms and may be reappointed for up to 3 terms as long <br />22 as they meet the age, enrollment and residency requirements. <br />23 <br />24 Policy Objectives <br />25 The city's Appointment and Reappointment policy outlines the notification and selection process for <br />26 advisory commissions. The intent is to establish a fair and open notification and selection process that <br />27 encourages all Roseville residents to apply for appointments. In addition, the city's Strategic Racial <br />28 Equity Action Plan (SREAP) has identified diversifying city commissions as a high impact area of focus. <br />29 Diverse policymakers and advisors are key to serving residents and other customers with excellence. <br />30 Having youth commissioners as part of advisory commissions brings unique perspectives and insight to <br />31 conversations, ideas and recommendations. <br />32 <br />33 Equity Impact Summary <br />34 Diverse policy-makers and policy advisors are key to serving residents and other customers with <br />35 excellence. The role of appointed boards, commissions, and councils is to advise the Mayor and Council <br />36 on city policies and practices.
