41 results in a lowered monthly premium and an average cost increase of monthly premiums of 9.84% for
42 the two plans. This change resulted in nearly a full percentage point lower increase to the monthly
43 premiums than keeping the current plans.
44
45 City Cafeteria Contributions
46 Historically, as other municipalities have done, the city has paid 100% of the premium for medical
47 insurance for a single plan. This does not mean that a single employee has free coverage. Employees
48 are still responsible for fulfilling their deductible as well as their out-of-pocket costs. Since 2010, the city
49 has utilized a benefits contribution incentive that has worked well and provides the full cafeteria dollar
50 amount only to those benefit-eligible employees who participate in a confidential health risk assessment,
51 a preventative care physical and blood pressure check. If an employee does not participate in these
52 wellness items, they receive $40 less per month in their cafeteria amount.
53
54

2025 Cafeteria Contribution Rates * with wellness incentive
2024 Monthly Cafeteria Previously approved Amended 2025 Cafeteria

Contribution* numbers (incorrect) * Contribution (correct)*
Opt Out $510 $510 $510
$2300 Deductible

Single $806.99 $885.82 $885.82
Single +1 $1,017.02 $1,087.60 $1,131.00
Family $1,382.18 $1,487.00 $1,530.35
$3300 Deductible

Single $842.64 $862.74 $862.74
Single+1 $1,078.33 $1,175.42 $1,219.64
Family $1,396.03 $1,532.44 $1,576.60
55
56 Basic & Voluntary Life, AD&D and Long Term Disability Insurance
57 There are no changes to our ancillary insurance premiums for 2025.
58
59 Dental Insurance
60 The city is self-insured for dental insurance. The dental claims paid were slightly below what is collected
61 in premiums. However, there is sufficient fund balance to cover the anticipated claims without the need
62 to raise premiums this year. Thus, there will be no increase in premium costs for staff in 2025.
63
64
65 Policy Objectives
66 To offer and maintain market comparable and equitable benefits internally and externally that solidify
67 retention and attract exceptional employees.
68
69 Equity Impact Summary
70 No racial equity impacts have been identified at this point.
71
72 Budget Implications
73 The proposed cafeteria plan budget for 2025 as presented above is within the 5% budget increase that
74 has been included in the 2025 City Manager recommended budget.
75
76 Staff Recommendations
77 Approve the 2025 city employer cafeteria contributions as described in this report.
78
Qbhf!32:!pg!345
