RCA Attachment 3 EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 23rd day of September, 2024 at 6:00 p.m. The following members were present: and the following were absent: Member _____ introduced the following resolution and moved its adoption: RESOLUTION No. 12XXX RESOLUTION APPROVING THE PROPOSED ROSEVILLE COVENANT CHURCH 2ND ADDITION PRELIMINARY PLAT AT 2865 HAMLINE AVENUE (PF24-004) WHEREAS, Roseville Covenant Church has submitted a valid application for approval of the propose preliminary plat; and WHEREAS, the proposed subdivision conforms to all of the applicable standards of the City of Roseville zoning and subdivision codes; and WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for this application on September 4, 2024, and voted 5-1 to recommend its approval with certain conditions; and NOW THEREFORE BE IT RESOLVED by the Roseville City Council, to approve the proposed Roseville Covenant Church 2nd Addition preliminary plat, based on the public record and City Council deliberation, with the following conditions: 1. Pursuant to the memo from Public Works staff provided for review with this proposal, the applicant shall: a. Dedicate easements as indicated in the preliminary plat; and b. Provide an Operations and Maintenance Plan, and record an Operations and Maintenance Agreement in favor of the City, pertaining to the maintenance of the private storm water management BMPs. 2. Pursuant to the memo from Parks and Recreation staff provided for review with this proposal, the applicant shall: a.
