Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: October 22. 2024 ITEM: 7.a. <br />ITEM DESCRIPTION: Streetlight Updates <br />Background <br />On March 4, 2024, the City Council adopted a new streetlight policy. The old policy was previously adopted <br />in 2003. The major changes to the policy include the following: <br />1. Sets minimum lighting standard for lights at all intersections, curves, and marked crosswalks, <br />regardless of request. <br />2. For mid -block lights, the petition process was reduced from 100% of the adjacent property owners <br />within 150' of the proposed light location to 60%. <br />o 60% is also used in the existing policy for residents to petition for an enhanced lighting <br />district. <br />3. Establishes districts for commercial and city special areas. <br />o The petition process to request street segments be added to a commercial district would be <br />60%. <br />4. Removes design standards from the policy such that those can exist as a separate technical <br />document that can be updated as technologies change. <br />5. No process was established to remove lights. <br />Staff has begun working with Xcel to install streetlights at missing intersections, curves, and crosswalks. We <br />have begun with getting streetlights installed at crosswalks. Staff hopes to have all the crosswalk lights <br />installed by the end of the year. <br />Overall, it is anticipated we will spread the new installations (-120) out over the next 3-5 years depending on <br />if there are upfront costs and Xcel's availability. Staff will notify adjacent property owners within 300 feet of <br />the new light location that lighting will be installed at least three weeks prior to the installation of the light. <br />Staff will give a quick presentation on our work to date on getting the new streetlights installed per the new <br />policy. <br />Recommendation <br />Receive presentation and provide feedback. <br />Attachments <br />1.
