For Vacation Area R, both residents adjacent to the vacated areas have inquired that if the
right-of-way is vacated and they get the vacated right-of-way, if they could donate this to
the City for an extension of Villa Park. The Parks Department is open to this dedication. If
the vacation is approved, staff would work with the City Attorney to determine the process
and work with the residents to convey this to the City.

Policy Objectives
This action is intended to “right-size” the City’s property rights and property management
responsibilities for Roseville’s current and future needs.

Equity Impact Summary
There should be no equity impacts associated with these vacations as they have no public
use for a future roadway. If there are utilities or pathway in the right-of-way, easements are
retained per the resolution.

Budget Implications
Aside from costs related to filing the vacations with Ramsey County, publishing the public
notices, and the mailings to notify the residents, there are no direct costs to the City of
Roseville to vacate right-of-way corridors.

Staff Recommendations
Staff recommends that the City Council approve the attached resolutions approving
vacation of the rights-of-way.

Requested Council Action
Conduct a public hearing receiving any public comments related to all proposed rights-of-
way and easement vacations.

Consider approval of a resolution approving the right-of-way vacation of a certain alley that
is dedicated in the Shady Beach Plat. \[Vacation Area GG – Attachment 1\]

Consider approval of a resolution approving the right-of-way vacation of a portion of a town
road easement/Rose Place in the T.M. Connor Plat. \[Vacation Area L – Attachment 2\]

Consider approval of a resolution approving the right-of-way vacation of a portion of Lovell
Avenue that lies adjacent to the properties located at: 2334 Western Avenue North and
2339 Hand Avenue. \[Vacation Area M –Attachment 3\]

Consider approval of a resolution approving the right-of-way vacation of a portion of
Mackubin Street that lies adjacent to the properties located at: 511 and 510 Ryan Avenue.
\[Vacation Area R –Attachment 4\]

A four-fifths vote is required for all resolution approvals, as the vacations are City-led, not
petitioned.

Qbhf!38!pg!6:7
