<br />1.!Introduction <br />The City of Roseville, Minnesota (City) seeks to enter into a new recycling contract with a company to <br />provide comprehensive residential recycling services for the City. Those services include collection, <br />processing, marketing, staffing for recycling information at special events, and public education. <br /> <br />The Request for Proposals (RFP) packet, together with all forms and exhibits, defines the service <br />standards, specifications, and proposal requirements of the Comprehensive Recycling Program for the <br />City. <br /> <br />For the purpose of this RFP, the City has identified 9,487 Residential Dwelling Units (RDUs), defined as <br />stand-alone Single-Dwelling Units (SDUs), duplexes, triplexes, fourplexes, and townhomes. These units <br /> herein. The City has identified 7,486 Multi-Dwelling Units <br />(MDUs), as detailed in the draft Contract (Attachment A), which are defined as units in five or more <br />unit-buildings or mobile home parks. These units are serviced as multi-units, as specified herein. The City <br />allows other organizations (e.g., faith organizations) and small businesses to opt-in to the curbside <br />recycling program, as long as the composition of materials is similar to that of RDUs. There are 23 <br />additional opt-in locations with a total of 44, 96-gallon carts. The program also currently includes 29 City <br />Park locations and five City buildings as part of the recycling collection service as detailed in draft <br />Contract (Attachment A). <br /> <br />Among the goals of the City are to maximize recovery of recyclables from all residents in the City, to <br />market materials so they achieve their highest and best use, to achieve the most cost-effective solution, <br />and to encourage innovation in recycling and waste diversion. <br /> <br />Roseville residents have identified a city-wide goal to be an environmentally healthy community, and <br />residents have identified various community values that environmental programs such as recycling <br />should incorporate. <br /> <br />Those community values expressed by residents include: <br /> <br />!Collection operations consisting of: <br />!Clean and quiet pickup and transport. <br />!Low impact on street pavement (size and weight of trucks). <br />!Easy participation effort including use of single-stream collection and processing operations. <br />!Ability to collect more materials as markets become available, notably food scraps. <br />!Efficient recycling of materials (local markets, highest and best use for material). <br />!State-of-the-art collections at City Parks and other municipal facilities. <br />!Effective multi-dwelling recycling. <br />!Resident and community engagement efforts, which include: <br />!Voluntary expansion to business collection. <br />!Effective, frequent education to residents with success rate measurement. <br />!Incorporation of community involvement. <br />!Annual report to the City that includes information on end use of collected materials. <br />!Identification, outreach, and engagement to low participating communities. <br />!Outreach using electronic communications, such as an effective website including a <br />Roseville-specific web page; mobile apps. <br /> <br /> RFP for City of Roseville Recycling Services 1 <br />Qbhf!9:!pg!6:7 <br /> <br />
