35 page on the City website with information, resources, and context, and two community
36 conversations for business owners and residents to learn about the proposed ordinance
37 and provide feedback.
38
39 Staff drafted a Green To Go ordinance based on language from the City of Edina’s Green
40 To Go ordinance, which used language from both the City of Minneapolis and the City of
41 Saint Louis Park’s respective ordinances. Staff worked with the Roseville city attorney to
42 update and refine the language for relevancy to Ramsey County, and to reflect Roseville’s
43 proposed exclusions and enforcement.
44
45 Policy Objectives
46 The City of Roseville set forth a goal to reduce greenhouse gas emissions 80% by 2050
47 relative to 2005 levels. Solid waste disposal accounts for 2.3% of greenhouse gas
48 emissions in the City of Roseville as of 2020.
49
50 Equity Impact Summary
51 This ordinance would apply to all Roseville restaurants. We do not have racial
52 demographics of restaurant ownership in Roseville. However, a National Restaurant
53 Association study indicates that 19% of restaurant businesses in Minnesota are minority-
54 owned vs. 11% of all private sector businesses. Racial disparities in business ownership
55 can present in overall earnings, growth, and access to loans and other credit, and BIPOC-
56 owned businesses in Roseville may have narrower profit margins than white-owned
57 businesses.
58
59 Budget Implications
60 Budget implications are not known at this time.
61
62 Staff Recommendations
63 Staff recommends Council consider adoption of a Green To Go ordinance based on
64 resident and business feedback, and to align with other city, county, and state recycling
65 and environmental goals and initiatives.
66
67 Requested Council Action
68 Consider adoption of a Green To Go ordinance.
69
70
Noelle Bakken, Sustainability Specialist
Prepared by:
1.
