<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/25/2024 <br />Item No.: 5.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Accept Donation from Friends of Roseville Parks Toward Lexington <br />Park Improvements <br />1 <br />2 Background <br />3 The City of Roseville Parks and Recreation Department has received a generous $75,000 donation from <br />4 the Friends of Roseville Parks (FOR Parks) for accessibility improvements to the Lexington Park <br />5 Playground. As was discussed with the City Council on April 8, 2024 (see Attachment 2: Meeting <br />6 Minutes), this donation will be used along with previously allocated capital improvement program funds <br />7 to improve the planned replacement for the Lexington Park playground, which has outlived its useful life. <br />8 Since August, staff held several meetings with neighbors and advocates and arrived at an exciting final <br />9 playground design. <br />10 <br />11 This FOR Parks donation specifically enabled us to include more inclusively designed equipment such <br />12 as a We-Go-Round, deck ramping, and accessible swings in the design. Additionally, this donation <br />13 allows for a 65% increase in the amount of fully accessible "poured-in-place" rubber surfacing at the site. <br />14 <br />15 These improvements align with our commitment to providing quality recreational spaces that promote <br />16 active lifestyles, inclusivity, and connection within the community. We extend our gratitude to FOR Parks <br />17 for their support and dedication to ensuring that our outstanding public spaces are accessible to all. <br />18 <br />19 Policy Objectives <br />20 Acceptance of this donation is consistent with the community aspirations of a community that is <br />21 welcoming and inclusive of all people regardless of country of origin, race, ethnicity, gender, sexual <br />22 preferences, age, physical ability, or socioeconomic standing AND a community that embraces diversity <br />23 through multicultural public programming, public gathering spaces, and parks in ways that are suitable <br />24 for all people regardless of age, ability, or access to information. <br />25 <br />26 Additionally, this donation is consistent with the City's policy of efficient use of taxpayer funds. <br />27 <br />28 Equity Impact Summary <br />29 Parks and play spaces are key drivers of a more equitable community, in that they provide physical and <br />30 mental health benefits, connect neighbors across diverse backgrounds, and play an integral part in <br />31 creating a welcoming community. The acceptance of this donation will make the playground at Lexington <br />32 Park more accessible to participants of all abilities. <br />33 <br />34 Budget Implications <br />35 The 2025 Capital Improvement Program plans $385,000 for this project.
