<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/6/2025 <br />Item No.: 8.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider City Council and Advisory Commission Rules of Procedure <br />1 <br />2 Background <br />3 Each year, the City Council reviews the City Council and Advisory Commission Rules of <br />4 Procedure for ways to best conduct City business. The Rules of Procedure were last <br />5 changed on February 12, 2024 (Attachment 1). The changes were the addition of <br />6 language to allow for Commission members to bring forward ideas for future Commission <br />7 discussion and new language to address when virtual participation at City meetings is <br />8 allowed. <br />9 <br />10 Mayor Roe has proposed a new Council and Commission Rule of Procedure related to <br />11 designating a presiding officer if there is an absence of both the Mayor and Acting Mayor <br />12(or Chair and Vice Chair of a commission). It reads as follows: <br />13 <br />14 Rule XX Presiding Officer in Absence of Both Mayor & Acting Mayor (or Chair & Vice <br />15 Chair) <br />16 In the absence of both the presiding officer and the designated alternate, a meeting will be <br />17 presided over by the most senior member (or in the event of a tie in seniority the most <br />18 senior member whose last name comes first alphabetically) until the body by affirmative <br />19 vote on a motion designates any other presiding officer. <br />20 <br />21 Policy Objectives <br />22 Ensuring that clear and defined procedures for conducting City Council and Commission <br />23 meetings is important in providing transparency and building trust with the public that City <br />24 business will be conducted in a fair and consistent manner. <br />25 <br />26 Equity Impact Summary <br />27 The implementation of the Rules of Procedure for city council meetings is intended to <br />28 create a structured, inclusive, and transparent framework. There are various components <br />29 that promote equity and inclusivity. For example, the rules mandate live streaming and <br />30 recording of meetings which enhance access for those unable to attend in person. <br />31 Additionally, on the city's YouTube channel, videos have closed captioning which increases <br />32 accesibility for individuals.
