<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/6/2025 <br />Item No.: 11.g. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Annual Contracts with Northeast Youth and Family Services <br />1 <br />2 Background <br />3 The City of Roseville has long partnered with Northeast Youth and Family Services (NYFS) <br />4 to provide services to at-risk youth and families in Roseville through an annual contract. In <br />5 addition, the City also contracts with NYFS to help fund a Community Advocate position to <br />6 provide assistance to individuals and families referred by law enforcement <br />7 agencies. Roseville has partnered with NYFS on the Community Advocate program since <br />8 2019 and has found this program helpful in providing resources for people and families in <br />9 crises. The cities of Mounds View, New Brighton, and White Bear Lake also participate in <br />10 the Community Advocate program. <br />11 <br />12 Included as Attachments 1 and 2 are the draft contracts between the City and NYFS for <br />13 continuing its core services as well as the Community Advocate services for Roseville <br />14 residents in 2025. The total cost of these contracts is $112,287.41 ($88,020.59 for core <br />15 services and $24,266.82 for the Community Advocate service) and represents a 3.5% <br />16 increase. Funds for these services have been included in the 2025 City Budget. <br />17 <br />18 Policy Objectives <br />19 Having NYFS providing services to residents helps the City advance it’s Community <br />20 Aspirations of being a "city that fosters a strong sense of community" and "a community <br />21 that is welcoming and inclusive". <br />22 <br />23 Equity Impact Summary <br />24 NYFS provides direct services to Roseville at-risk young people and families. Most of these <br />25 services are free of charge or on a sliding scale. While there is no specific demographic <br />26 information on the clients from Roseville that is served by NYFS, they have provided <br />27 demographic information about all 895 clients they have served as part of Roseville's <br />28 annual report. (Attachment 3). <br />29 <br />30 Budget Implications <br />31 The total cost of the NYFS services in 2025 is $112,287.41 and is included in the adopted <br />32 2025 budget. <br />33 <br />34 Staff Recommendations <br />35 Staff recommends entering into the annual agreements with NYFS. <br />36 <br />Page 1 of 2 <br />Qbhf!291!pg!33: <br /> <br />
