Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: November 26, 2024 ITEM: 6.a. <br />ITEM DESCRIPTION: Public Works 2025 Work Plan <br />Background <br />Each year, Public Works staff monitors and evaluates the condition of City infrastructure systems to develop <br />capital improvement plans. We also work closely with other agencies, including watershed districts, <br />neighboring cities, Ramsey County, and MnDOT, to make improvements to our systems as part of their <br />projects within Roseville. The proposed work plan is consistent with the 20-year capital improvement plan <br />and pavement management program policies. The following projects and initiatives are recommended for <br />2025: <br />1. Pavement Management Program: Each year, the Public Works Department evaluates street <br />pavement needs based on the City's Pavement Management Program. Streets in marginal condition <br />are recommended for mill and overlay — next year 5.1 miles of roads are proposed to be milled and <br />overlayed, and 0.7 miles reclaimed, if bid prices are favorable. Spot curb replacements are also <br />done at the same time. The work will be funded by the Street Fund. <br />2. Pathways/Parking Lots: Four new pathways proposed for 2024 have shifted to 2025: along <br />Lexington Avenue from TH36 to County Road B, from Western Avenue to Tamarack Park, between <br />the Wagner Avenue and Western Avenue cul-de-sacs, and Twin Lakes Trail Phase 2 south of Oasis <br />Pond. Additionally, the pathways along County Road C from Long Lane Road to TH 36, along <br />Fairview from Glueck Lane to County Road B, along County Road B from Fairview Avenue to <br />Snelling Avenue, and in Villa Park, are proposed to be resurfaced. No parking lots are proposed for <br />2025. <br />3. Utility Infrastructure: <br />Sanitary Sewer System: Dale/Owasso Lift Station will be rehabbed in 2025 and a consultant will <br />begin design on the Cohansey Lift Station upgrade for construction in 2025 or 2026. Additionally, a <br />consultant is being retained to assist in development of a larger 2025/2026 sewer lining project(s) to <br />address large or critical pipe segments. A consultant will also be hired to perform a lift station <br />analysis to look at lift station repairs needed over the next 10 years. <br />Water Distribution System: Repairs and adjustments to watermain and structures will occur with <br />maintenance and PMP activities. The Booster Station will have improvement made to the roof, <br />security, interior noise attenuation, and possibly solar panels installed (if grant funding is awarded). <br />Storm Sewer System: Storm sewer associated with the Twin Lakes Trail Phase 2 and PMP will be <br />done with Storm Sewer Funds. In addition, pipe lining is planned for Cohansey Street, Dale Street <br />and Wilder Avenue, improved access is planned for the Lounge Lift Station, and staff will continue <br />planning for a City Ditch 2 future project. The City will cost participate in Ramsey County's storm <br />water improvements at Hamline Avneue and Clarmar Lane. A consultant will also be hired to <br />perform a lift station analysis to look at lift station repairs needed over the next 10 years. <br />4. Other Improvements: <br />Lighting: Implementation of the new intersection lighting plan will continue with the installation of <br />—30 new Xcel streetlights in the southwest area of the city. The Centre Pointe Drive and Arthur <br />Street enhanced streetlighting will also be replaced. <br />5. Maintenance: <br />Ongoing annual maintenance related to streets, pathway, signs, retaining walls, fences, storm <br />sewer, water and sanitary sewer infrastructure. <br />6.
