33 5. AARP Walk Audit <br />34 Public Works Director Jesse Freihammer introduced Mr. Bob Bierscheid, who <br />35 presented the AARP Walk Audit results. <br />36 <br />37 Member Fergus thought it was great that this was being done. In doing this, has he <br />38 been surprised that it is better or worse than he thought? <br />39 <br />40 Mr. Bierscheid explained that when he was the director and assistant director, they <br />41 had difficulty getting pathways through, especially along Lexington, and there was <br />42 some resistance at the time. This walking program is not only with Roseville but <br />43 also with Ramsey County. <br />44 <br />45 Member Mueller thanked Mr. Bierscheid for bringing this to the community <br />46 because this is important for city residents. <br />47 <br />48 Chair Ficek thanked Mr. Bierscheid for the presentation and felt this was of great <br />49 value to the community. <br />50 <br />51 6. 2025 Proposed Utility Rates <br />52 Public Works Director Jesse Freihammer introduced Finance Director Michelle <br />53 Pietrick, who presented the 2025 Proposed Utility Rates. <br />54 <br />55 Member Fergus indicated that one thing that occurred to him was the sewer fund. <br />56 It showed it holding steady, and then in 2031, they started doing inflationary <br />57 increases. He wondered if it made sense to do a half percent per year instead of <br />58 increasing it by five percent or something like that in 2031. <br />59 <br />60 Ms. Pietrick explained that this is updated every two years because there have been <br />61 some surprises. <br />62 <br />63 Motion <br />64 Member Fergus moved, Vice Chair Hodder seconded, to recommend the City <br />65 Council adopt the 2025 proposed Utility Rates. <br />66 <br />67 Ayes:5 <br />68 Nays:0 <br />69 Motion carried. <br />70 ' <br />71 7. Streetlight Update <br />72 Public Works Director Jesse Freihammer reviewed the Streetlight Policy update. <br />73 <br />74 Member Mueller indicated that LED lights can irritate people, and many studies <br />75 have been done on their biological impacts.
