Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: January 28, 2025 ITEM: 7.a. <br />ITEM DESCRIPTION: Assessment Policy Update <br />Background <br />Last year, the City assessed for a private water service leak abatement. When Council approved the <br />assessment, they made the determination to spread the assessment out over a two-year period due to the <br />cost of the assessment. Since this is a newer type of assessment for the Council to consider, they requested <br />staff review the assessment policy, particularly what the terms for various assessments should be. <br />The current assessment policy was last adopted in December of 2012. The policy does not speak to <br />abatement assessments at all. It also does not speak to the terms of any assessments. <br />Abatement assessments are relatively rare for public works. We anticipate abatements would likely be less <br />than five per year. Most abatements would likely be related to utility repair issues such as leaking water or <br />obstruction in sewers from private property owners. Typical utility repairs are usually $5,000 to $10,000 but <br />can be more depending on the location. <br />Currently, assessments done for abatements by the Community Development Department are done over a <br />one-year period. Their typical assessments are usually less than $2,000. <br />Currently, assessments done for unpaid utility bills are done over a one-year period. The typical <br />assessments are usually less than $500 for residential properties. <br />Staff is recommending that any abatement assessments for non-residential properties be set at a period of <br />one-year. Staff would like feedback regarding whether assessments should be set at a one-year period or <br />split over multiple years for single family homes and duplexes. If it is a multi -year assessment, should that <br />be based on the amount of the assessment or income based. Since these are abatements for public safety <br />issues, staff is recommending the assessments be spread out no longer than three years. <br />Below is a sample table if the multi -year assessment is chosen: <br />Year Based <br />Assessment Amount <br />Years <br /><$5,000 <br />1 — Up to $5,000/year <br />$5,000410,000 <br />2 <br />>$10,000 <br />3 <br />For example, a $7,500 assessment would be split into two equal payments of $3,750 plus interest. <br />Page 36 of 43 <br />
