<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 7.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Recieve Update on Commissioner Application Process <br />1 <br />2 Background <br />3 The deadline for applications to fill Commission vacancies is Friday, February 7. The City <br />4 Council will be holding a special meeting on February 19 and 20 to interview Commission <br />5 applicants. Under the City's Appointment and Reappointment Policy for Advisory <br />6 Commissions, the City may establish a new application deadline if fewer applications are <br />7 received than twice the number of openings. At the February 10 meeting, staff will provide <br />8 the City Council with an update on the number of applicants received for each commission. <br />9 <br />10 Policy Objectives <br />11 The city’s Appointment and Reappointment policy outlines the notification and selection <br />12 process for advisory commissions. The intent to to establish a fair and open notification and <br />13 selection process that encourages all Roseville residents to apply for appointments. In <br />14 addition, the city’s Strategic Racial Equity Action Plan (SREAP) has identified diversifying <br />15 city commissions as a high impact area of focus. Racially and ethnically diverse <br />16 policymakers and advisors are key to serving residents and other customers with <br />17 excellence. <br />18 <br />19 Equity Impact Summary <br />20 The City’s policy for commission appointments is intended to ensure a broad and diverse <br />21 applicant pool. The intention behind the policy supports the values of Community and <br />22 Equity that council reaffirmed as part of the strategic plan. The policy is clear and well- <br />23 communicated, so applicants are aware of the process, including the possibility of an <br />24 extended deadline if the number of applicants does not meet the required threshold. <br />25 However, this approach may have some unintended impacts on participation to consider. <br />26 <br />27 For example, if there are four applicants for three seats, there are enough people to fill the <br />28 vacancies, but because the policy requires at least six applicants, the deadline may need to <br />29 be extended. While this is a known part of the process, it may still leave some applicants <br />30 wondering whether their interest is sufficient or valued.
