<br />REQUEST FOR COUNCIL ACTION <br />Date: 2/10/2025 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Professional Services Agreement with Tubman <br />1 <br />2 Background <br />3 Tubman is a non-profit that provides services to persons facing relationship violence, <br />4 sexual assault, exploitation, homelessness, addiction, mental health challenges, and other <br />5 forms of trauma. They have worked in partnership with the Roseville Police Department <br />6 and the City's Prosecuting Attorney for many years. Specifically, Tubman provides pro- <br />7 bono legal assistance and advocacy for Roseville victims of crime. As part of the 2025 City <br />8 Budget, the City Council allocated $20,000 to help fund Tubman's activities in Roseville. <br />9 <br />10 A one-year professional services agreement has been drafted that outlines the services <br />11 Tubman will provide to the City and its residents. The agreement has been reviewed and <br />12 approved by the City Attorney. <br />13 <br />14 Policy Objectives <br />15 The City of Roseville strives to be a welcoming and inclusive community where all residents <br />16 feel safe and secure. This agreement with Tubman supports those aspirations by ensuring <br />17 that victims of crime have access to legal assistance and advocacy services. The City has <br />18 a long-standing partnership with Tubman, and the funding allocated by the City Council <br />19 helps facilitate continued access to these critical resources for Roseville residents. <br />20 <br />21 Equity Impact Summary <br />22 According to material submitted by Tubman, they serve about 20,000 people of all ages, <br />23 genders, and cultural backgrounds who face relationship violence, sexual assault, <br />24 exploitation, homelessness, addiction, mental health challenges, and other forms of <br />25 trauma. According to Tubman's data, 88% of Tubman's crisis and intervention clients have <br />26 income at or below 200% of the federal poverty guidelines, 60% identify as Black, <br />27 Indigenous or people of color (BIPOC), and 46% of clients are children and young people <br />28 up to age 24. <br />29 <br />30 Budget Implications <br />31 The 2025 Budget allocated $20,000 for Tubman's services. <br />32 <br />33 Staff Recommendations <br />34 Staff recommends entering into the professional services agreement with Tubman. <br />35 <br />Page 1 of 2 <br />Qbhf!93!pg!264 <br /> <br />
