77 reused, not dumped into the city's wastewater system) could likely be purchased and <br />78 installed for $500,000. <br />79 Playground: Because Rosebrook Park lacks permanent curbing and needs <br />80 additional drain tile to mitigate flooding issues, a more realistic estimate for the <br />81 playground is $200,000 <br />82 Pathway Lighting: Preliminary estimates are that lighting can be added to the park <br />83 for $70,000. <br />84 South Side (Building Area) Parking: An estimated 35 stalls could be added to the <br />85 south side of the park, where the pool is currently located, for an estimated $150,000 <br />86 to $200,000. The addition of parking would likely require the removal of five trees <br />87(two ash, one silver maple, and two linden). <br />88 North Side (Soccer Field) Parking: Additional parking on the north side appears to <br />89 be unfeasible due to the placement of utilities. <br />90 Soccer Field Improvements: The current fields are prone to flooding and wet <br />91 conditions as they have developed a bowling effect (where the center is lower than <br />92 the sidelines) from many years of use, and naturally wet soil conditions. Re-crowning <br />93 and sodding the fields will cost an estimated $170,000. <br />94 Concept/Schematic Design Services: Due to the number of moving parts, it is <br />95 advisable to employ a landscape architect for the development of a cohesive site <br />96 plan and develop project specifications. The City has received a quotation from LHB <br />97 Architects of "not to exceed" $19,000, however, staff feel that the actual expenditure <br />98 will be significantly below that number. <br />99 Staff presented this information to the Parks and Recreation Commission on January 7, <br />100 2025. The Commission held a fruitful conversation about the project, and although they <br />101 were sympathetic to some of the feedback regarding the preservation of the pool, <br />102 unanimously recommended that staff move forward with a splash pad (instead of a pool), a <br />103 new playground, additional parking where the current pool is located, and the addition of <br />104 pathway lighting (minutes are attachment 3). <br />105 <br />106 Based on staff analysis and the Commission recommendation, with Council approval, staff <br />107 are prepared to move forward with the following: <br />108 Develop a modified site plan as outlined in attachment 1 <br />109 Replace the wading pool with a splash pad <br />110 Replace the playground with a new, updated playground <br />111 Add parking on the south side of the park building (where the pool is currently <br />112 located) <br />113 Add pathway lighting on the east side of the park. <br />114 At this time, staff does not recommend proceeding with field repairs or additional parking on <br />115 the north side of the soccer fields. <br />116 <br />117 To implement the project, the staff proposes the following steps: <br />118 Accept LHB proposal for site plan and specification development (attachment 7). <br />119 Issue a request for proposals for the replacement of the Rosebrook Park playground <br />120(March/April). <br />121 Issue a request for proposals for a new splash pad (March/April). <br />Page 3 of 5 <br />Qbhf!24:!pg!354 <br /> <br />
