Attachment 3
increased traffic in the already busy park. Attendees also suggested exploring a combined pool
and splash pad option or examining the cost difference between the two. Additional suggestions
included installing trail lighting around the park, expanding parking options, and maintain green
space.
Following the neighborhood meeting, staff distributed a survey to gather broader feedback. The
results revealed an even split between residents who preferred a splash pad and those who
favored a wading pool, with strong opinions on both sides. There was, however, consensus on
the need for playground upgrades.
Staff provided updated cost estimates for the proposed improvements at Rosebrook Park. A
modern wading pool with splash amenities is estimated to cost approximately $1.5 million, while
a simpler version could be constructed for around $1 million. Installing a recirculating splash pad
would cost about $500,000.
Additional proposed improvements include trail lighting, estimated at $70,000, and parking lot
expansions. Expanding the parking lot near the park building is estimated at $200,000, while
expanding the lot near the soccer fields would cost approximately $300,000.
The CIP has allocated $500,000 for the wading pool replacement and $165,000 for the
playground replacement. Other potential funding sources include Park Dedication Funds and
grant opportunities.

Based on the information gathered, staff recommended the following scope and funding:
Replace the playground - $200,000
Install splash pad - $450,000
Replace the current pool location with 30-35 additional parking spots - $200,000
Add trail lighting on the east side of the park - $70,000
o Estimated Project Total: $920,000
o Funded via:
$670,000 in 2025 CIP
Up to $250,000 in Park Dedication
Reduce Park Dedication impact if potential grants are secured

Chair Matts-Benson asked whether the water from the splash pad runs continuously. Staff
explained that the water operates on a timer and is activated by a push-button system when in
use.
Qbhf!259!pg!354
