Attachment 4 <br />Rosebrook Park Neighborhood Meeting #1 <br />December 13, 2023 <br />Staff provided an overview of the process and that this meeting was occurring at the very front <br />end, and no decisions had been made yet. <br />o Noted that the desire from this meeting is to: <br />Outline the preliminary idea, and Explain what staff thinks is the best path <br />forward <br />Receive feedback <br />Identify any potential pitfalls, or “absolutely nots,” and have enough of a <br />conversation where staff can develop a general direction. <br />A community member asked about cost. Staff answered that it appears a splash pad would be <br />about the same to install, and a little less expensive to operate, however, as a starting point we <br />are assuming “all things equal in construction and operation”. <br />Many neighbors recommended increasing trail lighting, specifically on the east side of the park <br />where it is very dark (along Snelling). They stated that this is heavily used not just by residents, <br />connecting in and out of the neighborhood, but also people walking from the nearest transit <br />(Rosedale) to other areas north of the park. Some felt that the South Side is sufficiently lit with <br />street lights. <br />Residents supported the idea of additional parking where the pool is. One resident mentioned <br />concern that the neighbors from the new development would fill the parking lot. <br />Parking is an issue in the neighborhood. They asked staff to explore expanding the North parking <br />lot to the east. <br />Several mentioned that there is a group of volleyball players who play grass volleyball in the <br />park. Specifically, they use the area east of the tennis courts but at times have moved onto the <br />field. Many residents encouraged staff to make sure that they are accounted for, as removal of <br />their space might lead to use of the soccer field which will create problems with wear and tear <br />on the fields. <br />One resident mentioned sand volleyball courts, like Central Park, but other residents said that <br />the group prefers grass (this is staff’s understanding as well). <br />Residents understood and seemed generally agreeable to the installation of a splash pad instead <br />of the pool. Some were excited. Some said that they would be sad to see the pool go, but admit <br />that is “based on nostalgia.” One resident recommended that the City explore a zero-depth <br />entry wading pool with splash elements (said they exist at Logan Park and Minnehaha Falls). <br />One resident talked about the importance of shade for the parents. <br />Several felt strongly that seating/benches are needed.
