<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 2/24/2025 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve an Ethernet Network Transport Services Agreement with <br />Roseville Schools <br />1 <br />2 Background <br />3 Since 2002 the City has capitalized on a number of joint opportunities to install fiber optic <br />4 communication lines to connect City, Roseville School District facilities and the Ramsey <br />5 County Library. All participating entities share the costs to maintain these fiber lines. <br />6 <br />7 The Roseville School District currently pays the City for the use of city-owned fiber to <br />8 connect their facilities. As an educational service provider, the Roseville School District is <br />9 eligible to receive rebates from the federally sponsored Universal Service Fund for their <br />10 telecommunications costs including the use of city-owned fiber. <br />11 <br />12 In order to do so however, the School District must submit a request for proposal (RFP) <br />13 through USAC, the fund administrator for the federal Schools and Libraries program and <br />14 allow proposals from any interested telecommunications service providers. The District is <br />15 required to submit similar requests for all telecommunication costs they obtain through the <br />16 program. <br />17 <br />18 The City, as a registered USAC service provider, submitted a proposal for Ethernet <br />19 Network Transport Services and this was subsequently awarded to the city as the best <br />20 value proposal. The proposal, as submitted, was the extension of an existing 5 year <br />21 agreement that is set to expire on June 30, 2020. The renewal is effective July 1, 2020 and <br />22 will extend the services for another 5 year period. <br />23 <br />24 The attached Agreement has been reviewed by District Officials and they’ve concluded that <br />25 it will satisfy the rebate eligibility requirements. The Agreement mirrors existing cost- <br />26 sharing and service requirements that both parties are currently operating under. <br />27 <br />28 Policy Objectives <br />29 Multi-jurisdictional agreements and projects are consistent with the goals and strategies <br />30 identified by the City. The joint construction of a fiber optic network serves a larger number <br />31 of constituents and achieves greater economies of scale than if either party were to <br />32 construct one separately. <br />33 <br />34 Equity Impact Summary <br />35 Studies have shown that many Minnesota students, particularly those from low-income <br />Page 1 of 2 <br />Qbhf!348!pg!354 <br /> <br />
