<br />REQUEST FOR COUNCIL ACTION <br />Date: 3/3/2025 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Renewal of Ramsey County GIS Users Group Joint Powers <br />Agreement <br />1 <br />2 Background <br />3 The Ramsey County Users Group is an alliance formed in 1995 between public agencies <br />4 interested in utilizing geographic information systems (GIS) data that has been created by <br />5 the agencies and maintained by Ramsey County. The Ramsey County GIS Users Group is <br />6 seeking the renewal of its Joint Powers Agreement for the five-year period 2026-2030. The <br />7 original agreement was approved by Council on July 28, 1997. The agreement has been <br />8 updated numerous times throughout the years with the most recent approval by Council on <br />9 September 19, 2020. The new agreement is the same as previous agreements other than <br />10 the dates and minor language changes. <br />11 <br />12 Policy Objectives <br />13 The joint powers agreement allows each member organization to add its own unique data <br />14 to the County data provided in this agreement, to create a rich and powerful tool to assist in <br />15 organizational decision-making and day-to-day operations. The Users Group is seen as a <br />16 model in the metropolitan area in how units of government can work in collaboration to <br />17 effectively exchange and utilize GIS data, services and knowledge. <br />18 <br />19 Equity Impact Summary <br />20 There should be no equity impacts associated with this JPA. <br />21 <br />22 Budget Implications <br />23 The annual fee for the Ramsey County GIS Users Group membership for Roseville since <br />24 2012 has been approximately $3,900, and for the five years prior to that the annual fees <br />25 were approximately $3,400. The annual fees are determined on a factor of the population <br />26 served based on the Census. There is no expected significant change to the current fee in <br />27 2025 and will be paid out of the Community Development fund. As a member of the Users <br />28 Group, Roseville has access to Ramsey County GIS data and is provided physical features <br />29 and aerial photography updates. Working together through the Users Group allows the <br />30 Ramsey County city members significant cost savings in maintaining and purchasing of <br />31 essential GIS data. <br />32 <br />Page 1 of 2 <br />Qbhf!227!pg!242 <br /> <br />
