<br />REQUEST FOR COUNCIL ACTION <br />Date: 3/3/2025 <br />Item No.: 10.e. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve LanguageLine Agreement for Interpretation Services <br />1 <br />2 Background <br />3 City staff always strive to serve residents to the best of their abilities in every interaction. At <br />4 times, residents may benefit from a better communication solution than what a staff <br />5 member can provide on their own. This could be a resident that communicates using <br />6 American Sign Language (ASL), or a resident that speaks English as a second language. <br />7 To better support staff and improve resident experiences with the city, staff are seeking to <br />8 create a predictable process to allow staff to access on-demand language interpreting <br />9 services. <br />10 <br />11 To highlight the benefit that arises from utilizing a service to assist with communication, <br />12 recently staff were able to provide onsite American Sign language interpreting services for <br />13 a family to participate in a multi-week program led by the city's Parks and Recreation <br />14 department. Another example was utilizing this service offering to enable a resident to <br />15 communicate effectively with council during an interview for a commission. Staff anticipates <br />16 this will greatly improve the resident experience and improve staff satisfaction as well. With <br />17 internal infrastructure established and implemented, any city staff person will be able to <br />18 access this service anytime, anywhere. <br />19 <br />20 The City Attorney has reviewed the attached contract. (It should be noted that the contract <br />21 will be updated to reflect the correct name and title of the authorized signer once approved <br />22 as the company utilizes an electronic processing system to approve contracts.) <br />23 <br />24 Policy Objectives <br />25 This agreement supports the strategic plan and the strategic directions that include <br />26 responsive services, city operations, engagement, and our city values. <br />27 <br />28 Equity Impact Summary <br />29 Having a predictable language access plan for city staff to better serve residents advances <br />30 our equity and inclusion work but, more importantly, significantly improves the lives of <br />31 residents. For residents to be able to fully communicate with city staff when engaging in our <br />32 services will enhance their individual experiences and allows us to create welcoming <br />33 environments that encourage interconnectedness for residents of Roseville.
