REQUEST FOR COUNCIL ACTION
Date: 3/3/2025
Item No.: 10.e.
Department Approval City Manager Approval

Item Description: Approve LanguageLine Agreement for Interpretation Services

Background
City staff always strive to serve residents to the best of their abilities in every interaction. At
times, residents may benefit from a better communication solution than what a staff
member can provide on their own. This could be a resident that communicates using
American Sign Language (ASL), or a resident that speaks English as a second language.
To better support staff and improve resident experiences with the city, staff are seeking to
create a predictable process to allow staff to access on-demand language interpreting
services.

To highlight the benefit that arises from utilizing a service to assist with communication,
recently staff were able to provide onsite American Sign language interpreting services for
a family to participate in a multi-week program led by the city's Parks and Recreation
department. Another example was utilizing this service offering to enable a resident to
communicate effectively with council during an interview for a commission. Staff anticipates
this will greatly improve the resident experience and improve staff satisfaction as well. With
internal infrastructure established and implemented, any city staff person will be able to
access this service anytime, anywhere.

The City Attorney has reviewed the attached contract. (It should be noted that the contract
will be updated to reflect the correct name and title of the authorized signer once approved
as the company utilizes an electronic processing system to approve contracts.)

Policy Objectives
This agreement supports the strategic plan and the strategic directions that include
responsive services, city operations, engagement, and our city values.

Equity Impact Summary
Having a predictable language access plan for city staff to better serve residents advances
our equity and inclusion work but, more importantly, significantly improves the lives of
residents. For residents to be able to fully communicate with city staff when engaging in our
services will enhance their individual experiences and allows us to create welcoming
environments that encourage interconnectedness for residents of Roseville. This aligns
fully with the values of of the city's Strategic Plan.

Budget Implications
Qbhf!234!pg!242
