<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 3/3/2025 <br />Item No.: 7.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Approval of Hotel License for Hampton Inn, 2050 Iona Lane <br />1 <br />2 Background <br />3 On April 8, 2024, the Roseville City Council passed an ordinance creating Chapter 317, which requires <br />4 all hotels operating in Roseville to obtain a license granted by the City. On December 2, 2024, the <br />5 Roseville City Council amended the hotel licensing ordinance to change the timing of the annual license <br />6 period to be effective between April 1 to March 31. <br />7 <br />8 Hampton Inn has applied for a hotel license and has submitted all necessary information to be <br />9 considered for the granting of a hotel license. All Interested Persons associated with the hotel have <br />10 passed background checks. The application is included as Attachment 1. <br />11 <br />12 Hampton Inn has been inspected by the City’s Community Development and Fire Department and has <br />13 completed all necessary corrections and does not have any outstanding building or fire code issues. <br />14(Attachment 2) <br />15 <br />16 Hampton Inn does not have any outstanding utility bills, taxes, or other charges with the City <br />17(Attachment 3). <br />18 <br />19 Hampton Inn has had 22 reactive police calls (which excludes proactive visits, community engagement <br />20 events, and case follow-up) since January 1, 2024 and no overdose deaths at their hotel. The Police <br />21 Department has reviewed the calls for service and do not have concerns about granting the hotel license <br />22(Attachment 4). <br />23 <br />24 Policy Objectives <br />25 The hotel licensing requirements ensure that lodging establishments are maintained and are safe for <br />26 visitors to Roseville and are consistent with the following City Aspirations: <br />27 Be a community that is welcoming and inclusive <br />28 Be a community that is safe and secure <br />29 Be a community that has thriving and diverse neighborhoods and businesses <br />30 Be a community that is economically prosperous <br />31 <br />32 <br />33 Equity Impact Summary <br />34 Securing the safety and quality of hotel accommodations in Roseville is a fundamental consideration <br />35 with respect to the hotel licensing ordinance. The equity analysis that was previously conducted <br />36 indicates potential disparities in public safety concerns, building code issues, and health violations <br />37 among different hotels, which may have varying impacts on historically underrepresented communities. <br />38 While the ordinance aims to address regulatory gaps and enforce consistent safety standards, staff <br />Page 1 of 2 <br />Qbhf!42!pg!242 <br /> <br />
