35 Approved tax rate 36 Formal request for the Minnesota Department of Revenue to administer the new tax 37 As part of the notice, the City must provide a copy of the following information: 38 Resolution imposing the local tax 39 Board meeting minutes approving the resolution 40 Our ordinance for sales and use tax regulations 41 The certificate of approval and the ordinance sent to the Minnesota Secretary of 42 State 43 Referendum questions and results 44 Documentation of public informational meetings held prior to the referendum 45 Meeting minutes approving the project plan or capital improvement designated for 46 the use of revenues collected 47 Staff is requesting the City Council approve the attached ordinance to implement the 48 Roseville Local Sales Tax. If passed, the State of Minnesota will start collecting the local 49 sales tax starting on July 1, 2025. 50 51 Policy Objectives 52 The construction of a new Maintenance Operations Center will allow the City to continue to 53 provide needed and valuable services to the residents and businesses of the community in 54 a more efficient manner. The new facilities will ensure that the City's roads, utilities, 55 vehicles, and equipment are maintained at the desired level and that valuable services 56 such as recreational programming are available to community residents. 57 58 Equity Impact Summary 59 The new maintenance operations center will provide a benefit to the residents, businesses, 60 and visitors to Roseville. The new facilities will allow for more efficient services to be 61 provided for residents, customers, and users of city parks and infrastructure. With perhaps 62 the exception of adjacent neighborhoods, it does not appear that the construction and 63 operation of the new facilities will disproportionately impact any segment of the population. 64 It should be noted that adjacent neighborhoods to the maintenance operations center will 65 experience a change in how the land is used, with the parkland being converted to a 66 maintenance operations center. Dedicated conversations between the City and adjacent 67 neighborhoods are crucial to ensure any negative impacts from the new facility are 68 mitigated as much as possible. 69 70 The size and scope of the project gives the city a great opportunity to ensure that small 71 socially and economically disadvantaged businesses are included as part of the overall 72 design and construction of the facilities. The City of Roseville should commit to ensuring 73 that smaller disadvantaged businesses are part of the final contracts awarded for the 74 design and construction of the facilities. 75 76 While the imposition of a sales tax has already been decided by the voters, it should be 77 acknowledged that sales tax is a regressive tax, meaning that persons of lower income will 78 be paying more taxes as a percentage of income than others who have higher income. In 79 Minnesota, necessities such as grocery food, clothing, over-the-counter drugs, feminine 80 hygiene and baby products are not subject to sales tax.
