35 Approved tax rate <br />36 Formal request for the Minnesota Department of Revenue to administer the new tax <br />37 As part of the notice, the City must provide a copy of the following information: <br />38 Resolution imposing the local tax <br />39 Board meeting minutes approving the resolution <br />40 Our ordinance for sales and use tax regulations <br />41 The certificate of approval and the ordinance sent to the Minnesota Secretary of <br />42 State <br />43 Referendum questions and results <br />44 Documentation of public informational meetings held prior to the referendum <br />45 Meeting minutes approving the project plan or capital improvement designated for <br />46 the use of revenues collected <br />47 Staff is requesting the City Council approve the attached ordinance to implement the <br />48 Roseville Local Sales Tax. If passed, the State of Minnesota will start collecting the local <br />49 sales tax starting on July 1, 2025. <br />50 <br />51 Policy Objectives <br />52 The construction of a new Maintenance Operations Center will allow the City to continue to <br />53 provide needed and valuable services to the residents and businesses of the community in <br />54 a more efficient manner. The new facilities will ensure that the City's roads, utilities, <br />55 vehicles, and equipment are maintained at the desired level and that valuable services <br />56 such as recreational programming are available to community residents. <br />57 <br />58 Equity Impact Summary <br />59 The new maintenance operations center will provide a benefit to the residents, businesses, <br />60 and visitors to Roseville. The new facilities will allow for more efficient services to be <br />61 provided for residents, customers, and users of city parks and infrastructure. With perhaps <br />62 the exception of adjacent neighborhoods, it does not appear that the construction and <br />63 operation of the new facilities will disproportionately impact any segment of the population. <br />64 It should be noted that adjacent neighborhoods to the maintenance operations center will <br />65 experience a change in how the land is used, with the parkland being converted to a <br />66 maintenance operations center. Dedicated conversations between the City and adjacent <br />67 neighborhoods are crucial to ensure any negative impacts from the new facility are <br />68 mitigated as much as possible. <br />69 <br />70 The size and scope of the project gives the city a great opportunity to ensure that small <br />71 socially and economically disadvantaged businesses are included as part of the overall <br />72 design and construction of the facilities. The City of Roseville should commit to ensuring <br />73 that smaller disadvantaged businesses are part of the final contracts awarded for the <br />74 design and construction of the facilities. <br />75 <br />76 While the imposition of a sales tax has already been decided by the voters, it should be <br />77 acknowledged that sales tax is a regressive tax, meaning that persons of lower income will <br />78 be paying more taxes as a percentage of income than others who have higher income. In <br />79 Minnesota, necessities such as grocery food, clothing, over-the-counter drugs, feminine <br />80 hygiene and baby products are not subject to sales tax.
