34 <br />35 Mr. Freihammer indicated that the City Council discussed the new maintenance <br />36 facility and delayed the sales tax decision for further public input and review. He <br />37 noted that an RFP will be presented to the Council in February for the license center, <br />38 and a committee, including members from all commissions, will be formed to <br />39 oversee the design process. A final assessment hearing for County Road B is <br />40 scheduled for March or April. <br />41 <br />42 Mr. Freihammer updated the Commission on the Hamling Avenue Project and <br />43 explained it would include a mill and overlay, water main improvements, and a new <br />44 pathway. <br />45 <br />46 Mr. Freihammer indicated that the Twin Lakes phase two and the Lake Owassa lift <br />47 station were moving forward. The sewer lining and booster station phase four were <br />48 being re-evaluated, and the Wayfinding signage project was underway. Twenty- <br />49 four locations were identified, and installation was planned for May. The lighting <br />50 improvements on Dale Street Tunnel and the new street lighting policy have been <br />51 implemented. <br />52 <br />53 Mr. Freihammer updated the Commission on County and MnDOT projects, <br />54 including Dale Street, new lights, and mid -block crossings. Hamlin Avenue project <br />55 includes storm sewers with a shutdown expected in the summer. County Road D <br />56 and C4 projects were ongoing with specific council instructions. He updated the <br />57 Commission on MnDOT preliminary plans for the Snelling design project for 2026 <br />58 and Metro micro Roseville area kickoff and G line planning progress. <br />59 <br />60 Sustainability Specialist Bakken updated the Commission on the recycling contract <br />61 with a new vendor that is expected to start in July. She noted that a solar and public <br />62 buildings grant was awarded for the city's booster station update, and a 40-kilowatt <br />63 array will be added to the roof. She indicated that three households were recognized <br />64 for the 2024 Sustainable Steward Award Program. She noted she was serving on a <br />65 couple of work groups for the Minnesota State climate action framework update, <br />66 one for climate equity and another for local government implementation. <br />67 <br />68 Mr. Freihammer updated the Commission on other maintenance updates, including <br />69 hiring new staff and managing water breaks. <br />70 <br />71 Member Fergus indicated he noticed utility lines being replaced and wondered what <br />72 that was. <br />73 <br />74 Mr. Freihammer indicated Xcel was replacing a lot of polls that looked like they <br />75 were rotting after an investigation of the polls. <br />76 <br />77 Chair Ficek expressed his disappointment with the County Road C trail decision. <br />78 He thought it was short-sighted and did not follow the plans they reviewed and <br />79 recommended. <br />Page 2 of 7 <br />Page 4 of 43 <br />
