Attachment 2 <br />Roseville Parks and Recreation Department <br />2661 Civic Center Drive - Roseville, Minnesota 55113 <br />651n92-7006 <br />OPERATING POLICY #42 DATE: October, 2014 <br />POLICY TITLE: Snow Plowing- Pathway <br />PURPOSE: The Parks and Recreation System Plan is responsible for plowing snow on all <br />Roseville off -road paths. This policy outlines the standard and procedures for <br />clearing the pathways of snow. Goals include: <br />• Monitor, in conjunction with the public works department, weather and road <br />conditions 24 hours per day. <br />• To have pathways plowed within 24 hours after snow has quit falling. <br />• To communicate with residents on how they can work together with Parks <br />and Recreation in keeping pathways safe and clear of snow. <br />DESCRIPTION: <br />The following policy shall be used for clearing snow from City of Roseville pathways: <br />1. <br />The City of Roseville has approximately 74 miles of off -road pathways. <br />2. <br />Snow removal on pathways begins after a minimum of 2" of accumulated snowfall or <br />drifting from snow events and two hours after the Roseville Street Department begins <br />the clearing of City streets. This is to reduce the amount of re -depositing of plowed <br />street snow. <br />3. <br />Snow removal operations will be directed and supervised by the Park Superintendent <br />and be provided by Parks and Recreation staff with city equipment. The level of <br />service is limited to the available operating equipment and available staff. <br />4. <br />Pathway snow clearing will be prioritized by facilities, schools, parks, and major <br />streets. <br />5. <br />Due to the limitations of mechanical equipment and pathway irregularities, pathways <br />will not be cleared or maintained to a dry pavement standard. Handwork will not be <br />performed and surface irregularities and slippery conditions may result. No sanding <br />or ice control (sanding or salting) will be performed (the steer) hill in Reservoir Woods <br />is the exception.) <br />6. <br />It is expected that snow can be plowed, blown, swept of dumped on public right-of- <br />ways and easements on either side of the pathway as needed for the best efficiency <br />of operation. <br />7. <br />Reasonable attempts will be made not to deposit excessive snow in driveways or <br />private sidewalks if it is operationally or mechanically controllable. However, the <br />removal of any snow deposited by City pathway plowing will be the responsibility of <br />the adjacent property owner/occupant. <br />8. <br />The City will not be responsible for sand, salt or incidental plow damage to turf, <br />driveways, irrigation systems or landscaping located within public right-of-ways or <br />easements. Unusual damage will be discussed with property owner. <br />9. <br />In order to perform pathway snow removal operations, pathways must remain free of <br />any obstructions (i.e., vehicles, refuse containers, play equipment, implements etc.) If <br />obstructions are encountered, the City's operation may skip the affected property <br />frontage and the property owner may be cited by City Code Officers per City <br />Ordinance. <br />10. <br />Commercial property owners are expected, per City Ordinance to perform snow <br />removal on all adjacent public pathways. <br />11. <br />No public or private landowners may deposit snow on City pathways as stated in City <br />Ordinance. City Code Officers will cite offenders. <br />12. <br />The Parks and Recreation Director and Department Staff will annually review this <br />policy and make any needed modifications. <br />Page 41 of 72 <br />
