<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/14/2025 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss and Approve Strategic Plan Goals <br />1 <br />2 Background <br />3 Over the past several months, the City Council and staff have undertaken a comprehensive <br />4 strategic planning process to align the city's operations with community aspirations and <br />5 guide decision making over the next five years. This process began in 2023 with <br />6 the Envision Roseville community visioning initiative, which established community <br />7 aspirations for Roseville. These aspirations were shaped by many months of public <br />8 engagement and highlighted priorities that the community felt were important. The <br />9 community aspirations captured what residents value and hope for in their city's future. <br />10 That input became the foundation for the strategic plan, helping the city set goals that <br />11 reflect community priorities and eventually design objectives that move the city toward that <br />12 shared vision. <br />13 <br />14 Council and staff collaborated in a series of facilitated strategic planning sessions to refine <br />15 the city's vision, mission, strategic directions and values. Attached are various documents <br />16 that outline what has been committed to by Council and staff. <br />17 Attachment 1: Community Aspirations - These were adopted by the City Council <br />18 after the community visioning process (Envision Roseville) <br />19 Attachment 2: Strategy Tree - This includes the city's Vision, Mission, Strategic <br />20 Directions and Values <br />21 Attachment 3: Values definitions - Values that will be used to guide the city in its <br />22 interactions, operations and decision-making <br />23 Attachment 4: Desired Impact - These are big picture changes or outcomes we <br />24 hope to see in the community over time <br />25 <br />26 Staff has recently been working on developing goals for each of the Strategic Directions. <br />27 These goals are meant to be broad, long-term outcomes the city wants to achieve in order <br />28 to create the Desired Impacts previously identified. Staff has spent considerable time and <br />29 effort developing the strategic goals and success indicators presented in this report. While <br />30 the final product may appear succinct, each goal represents the outcome of in-depth <br />31 conversations that went far beyond simply drafting a sentence. These discussions were <br />32 grounded in community input, shaped by our organizational values, and guided by an <br />33 assessment of the city's capacity and resources.
