<br />REQUEST FOR COUNCIL ACTION <br />Date: 4/21/2025 <br />Item No.: 10.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve General Purchases Exceeding $10,000 or Sale of Surplus <br />Items <br />1 <br />2 Background <br />3 City Code section 103.05 establishes the requirement that all general purchases or contracts in <br />4 excess of $10,000 be separately approved by the City Council, independent of the budget process or <br />5 other statutory purchasing requirements. In addition, State Statutes generally require the Council to <br />6 authorize the sale of surplus vehicles and equipment. Attachment 1 includes a list of items submitted <br />7 for Council review and approval. <br />8 <br />9 Staff will note that, unless noted otherwise, all items contained in this report were previously <br />10 identified and included in the adopted budget or Capital Improvement Plan (CIP) submitted for <br />11 Council review during the most recent budget cycle. This information package included a CIP <br />12 Project/Initiative summary which identified the type of purchase, estimated cost, funding source, and <br />13 other supporting narrative. Where applicable, these project/initiative summaries are included with <br />14 Attachment 2. <br />15 <br />16 <br />17 Policy Objectives <br />18 Required under City Code 103.05. <br />19 <br />20 <br />21 Equity Impact Summary <br />22 Payments to vendors contribute to the local economy by supporting businesses within the <br />23 community, including those owned by people of color. Ensuring equitable distribution of contracts <br />24 and payments among vendors, particularly minority-owned businesses, can help promote economic <br />25 equity.
