<br />35 Minnesota Pollution Control Agency (MPCA) Local Climate Action Planning grant to <br />36 develop a climate equity action plan. Similarly, Ramsey County applied for and was <br />37 awarded the same MPCA grant to assist the cities of Lauderdale, Roseville, and Shoreview <br />38 in developing climate action plans by providing data, updated vulnerability assessments, <br />39 and a template to develop a plan and goals that align with the climate goals of both the <br />40 County’s and the State’s climate frameworks. <br />41 <br />42 Staff has been working closely with Ramsey County on climate and sustainability work over <br />43 the past decade and look forward to continuing this productive relationship throughout the <br />44 climate planning process. Roseville’s funding from the MPCA will be used to develop a <br />45 deep and inclusive community engagement process to support the plan’s goals and <br />46 contents, and personalize it to the unique needs of our city. The MPCA has approved both <br />47 grant applications, and staff is finalizing the budget and workplan to ensure funds are used <br />48 appropriately and are not duplicated between the City’s and the County’s work. <br />49 <br />50 At the May 19, 2025 Council meeting, staff will bring back the MPCA grant agreement for <br />51 acceptance and approval. Staff will also bring forward the selected consultant(s) to enter <br />52 into a professional services agreement for the creation of the Climate Equity Action Plan. <br />53 <br />54 Policy Objectives <br />55 The City of Roseville set forth a goal to reduce greenhouse gas emissions by 80% by 2050 <br />56 relative to 2005 levels. <br />57 <br />58 Equity Impact Summary <br />59 There should be no equity impacts with the creation of a Climate Equity Action Plan, or <br />60 acceptance of the grant money. The plan will include community input and have several <br />61 components involving outreach and engagement to all Roseville residents, with a goal to <br />62 limit the harms and challenges caused by climate change. These harms can include (but <br />63 are not limited to) adverse health effects during periods of poor air quality or extreme heat, <br />64 increased energy burden for heating and cooling costs during periods of extreme heat or <br />65 cold, and reduced access to transportation or shelter in the case of severe weather or other <br />66 community-wide emergencies. A climate equity action plan will include strategies to ensure <br />67 all residents can enjoy a high quality of life in Roseville. <br />68 <br />69 Budget Implications <br />70 The City of Roseville was awarded a $49,975 grant from the MPCA for local climate action <br />71 planning. The City is required to provide a 50% match in the amount of $24,987.50. The <br />72 2025 budget includes $50,000 budgeted for professional services to create a climate action <br />73 plan, which staff will draw from to cover our required match. Ramsey County will provide <br />74 their technical assistance at no cost to the cities, outside of staff time for planning and <br />75 implementation. <br />76 <br />77 Staff Recommendations <br />78 Receive presentation and provide feedback. <br />79 <br />80 Requested Council Action <br />81 Staff would also like Council to discuss the proposed project plan for climate equity action <br />82 plan, including community engagement, plan development, and eventual plan adoption. <br />Page 2 of 3 <br />Qbhf!68!pg!248 <br /> <br />
