Lights would <br />be designed per engineering standards typically resulting in poles every <br />250-300 feet. As a minimum standard, all intersections, marked <br />crosswalks, and horizontal and vertical curves would have streetlights. <br />o Funding <br />Initial costs to install lighting to Business District standards will be <br />assessed to adjacent property owners. <br /> Maintenance and future replacement costs will be paid by the City. <br />C.City Special District <br />o City Special Districts are as shown in Appendix A. <br />o This type of lighting will be for special areas as determined by the City Council. <br />This type of lighting may include streetlighting or pedestrian level lighting <br />or decorative style lighting. <br />The lighting standards for each Special District shall be designed for the <br />specific purpose and need of the district. <br />o Funding <br />The City will fund installation and maintenance of lights within the City <br />Special District. <br />D. Enhanced District <br />o When property owners want a different location, design, or number of requested <br />lights above the Standard Streetlight district standards, property owners may <br />request that the City undertake an Enhanced District project. <br />o Procedure <br />When a request for an Enhanced District project is received, City staff, <br />working with property owners, will determine the boundaries of the <br />project. Requests for streetlighting can be initiated through a petition <br />process that includes signatures representing at least 60% of the property <br />in the project area. <br />Petition Process <br />Upon receipt of a petition signed by the owners of sixty percent <br />(60%) of the property area within the proposed project limits, City <br />staff will prepare a preliminary report detailing the streetlight <br />types, location, costs, and proposed assessments. <br /> The City Council will be asked to call and hold a public hearing <br />pursuant to Minnesota Statutes, Section 429.031. <br /> If the project goes to the public hearing, but is not ordered forward, <br />subsequent petitions will not be undertaken for the same project <br />area or any part of the project area for a two (2) year period <br />beginning on the hearing date. The exception to this requirement <br />would be if the City initiates a street reconstruction project in the <br />area. <br />o Funding <br />The additional costs of an Enhanced District project shall be assessed to <br />the benefiting property owners according to City Assessment Policy.
