<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 5/19/2025 <br />Item No.: 10.c. <br />Department Approval City Manager Approval <br /> <br />Item Description: Approve Proposal for Construction Materials Testing for the 2025 <br />Pavement Management Project (25-04) <br />1 <br />2 Background <br />3 The 2025 Pavement Management Project consists of street mill and overlay, full depth <br />4 reclamation (reclaim), curb repairs, and minor utility work. See Attachment 1 for the overall <br />5 street segment map in the 2025 Pavement Management Project. <br />6 <br />7 The annual pavement management project provides maintenance of the City’s street <br />8 system as identified in the Capital Improvement Plan (CIP). Based on past practice, the <br />9 City Council has awarded the pavement management contract to the lowest responsible <br />10 bidder, North Valley, Inc., on May 5, 2025. <br />11 <br />12 Materials testing services are required to help ensure quality materials and workmanship <br />13 for the project are in compliance with the schedule of material controls. As such, the City <br />14 requested quotes from geotechnical firms with experience in construction material testing. <br />15 Two quotes were received and are summarized below: <br />16 <br />17 <br />18 <br />19 Braun’s proposal is included as Attachment 2. Braun has done the testing on previous City <br />20 projects, and their work has been acceptable. <br />21 <br />22 Policy Objectives <br />23 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />24 systems operating in a safe condition. <br />25 <br />26 Equity Impact Summary <br />27 The overall project should benefit the City as a whole with no negative impacts to <br />28 historically disadvantaged communities. <br />29 <br />Page 1 of 2 <br />Qbhf!:8!pg!226 <br /> <br />
