<br />REQUEST FOR COUNCIL ACTION <br />Date: 6/2/2025 <br />Item No.: 7.a. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Special Assessment for County Road B Reconstruction <br />1 <br />2 Background <br />3 Project No. 24-02 reconstructing County Road B, from Cleveland Avenue to the west edge <br />4 of Sunset Park, was completed last year. Per the City Assessment Policy, the street <br />5 reconstruction costs are assessable. The public hearing is required per state statute and <br />6 allows for property owners to serve a notice of appeal. <br />7 <br />8 On May 5, 2025, the City Council set a date to hold a public hearing for the purpose of <br />9 establishing special assessments for City Project 24-02. It is suggested that the public <br />10 hearing be conducted according to the attached agenda (Attachment 2). Notices have been <br />11 mailed, as required, to the affected properties. <br />12 <br />13 At the assessment hearing, staff will go through a brief presentation that will include a <br />14 description of the project, project financing, and a discussion of typical assessments for <br />15 properties benefiting from these improvements. Staff will summarize the City assessment <br />16 policy and how it has been applied to this project. <br />17 <br />18 It is suggested that if property owners have individual concerns about the quality of <br />19 construction as part of the project or specific information about project deficiencies, these <br />20 should be referred to the Engineering Department. Typically, these kinds of complaints <br />21 relate to quality of finished construction and are covered under the warranty. The warranty <br />22 is one year from the final contract acceptance, which will occur this summer. Correction of <br />23 these types of problems should not delay the adoption of assessment rolls. <br />24 <br />25 Following past Council practice, if questions are brought up during the Public Hearing <br />26 regarding specific assessments, if amendments to the assessment rolls are necessary, or if <br />27 Council would like staff to investigate a concern, the hearing can be continued to the next <br />28 city council meeting. <br />29 <br />30 This project has been completed in accordance with the plans and specifications and only <br />31 minor restoration and warranty work remain. Roadway construction costs to be assessed <br />32 are known and are lower than indicated on the preliminary assessment role done in 2023. <br />33 Once restoration is complete and the final contract documents are received, staff will return <br />Page 1 of 3 <br />Qbhf!22!pg!385 <br /> <br />
