<br />REQUEST FOR COUNCIL ACTION <br />Date: 6/2/2025 <br />Item No.: 7.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider authorization of Clear Channel Agreement and Associated <br />Zoning Text Amendment <br />1 <br />2 Background <br />3 On January 27, 2025, the Roseville City Council adopted Ordinance 1687, an ordinance <br />4 amending Sections 1010.02 Definitions, 1010.03.C Prohibited Signs, 1010.03.D Non- <br />5 Conforming Signs, and 1010.10 Dynamic Signs of the Roseville City Code specific to the <br />6 conversion of up to five pre-existing non-conforming billboards into dynamic displays (see <br />7 Attachment 1 Ordinance 1687 and Attachment 2 January 27, 2025, meeting minutes). <br />8 <br />9 Clear Channel Outdoor (CCO) has now applied for the necessary permit for the conversion <br />10 of their existing billboard located at 2560 Long Lake Road, which requires compliance with <br />11 the following: <br />12 <br />13 8. Conversion of Billboards: A permit must be obtained for a dynamic display an existing <br />14 lawful pre-existing, non-conforming billboard provided the following requirements are <br />15 met: <br />16 a. The sign owner enters into an agreement with the City regarding the design and <br />17 operation of the new dynamic display, which shall include the requirement for use of <br />18 the billboard for public service announcements as provided below: <br />19 i. The city is provided no less than twenty hours (9,000 eight-second spots) per <br />20 month per dynamic display in the city for community and public service <br />21 messaging at times approved by the city. <br />22 b. Provided the sign owner complies with the permit requirements of this chapter, a <br />23 digital/dynamic sign permit for the designated off-site billboard sign will be <br />24 issued. Said permit will allow a digital/dynamic display billboard to occupy one <br />25 hundred percent (100%) of the existing copy and graphic area. The dynamic display <br />26 billboard sign shall meet all other requirements of this chapter. <br />27 c. The billboard proposed for conversion to a dynamic display shall not be located <br />28 within 500 feet from any residential use. <br />29 d. The dynamic display must be oriented towards, and located within 150 feet of the <br />30 right-of-way of Interstand 35W, Highway 280, or Highway 36. <br />31 e. The billboard proposed for conversion to dynamic display cannot exceed 35 feet in <br />32 height above the grade of the existing billboard sign base. <br />33 f. Prior to the issuance of a sign permit for the conversion to dynamic display, based <br />34 on characteristics of the billboard subject to the permit request and its ability to <br />35 comply with the intent of the conditions of this section, a visual impact analysis may <br />Page 1 of 3 <br />Qbhf!255!pg!385 <br /> <br />
