<br />Attachment 4 <br />ADMINISTRATIVE POLICY <br />USE OF DIGITAL BILLBOARD MESSAGING TIME <br />PURPOSE <br /> To establish clear guidelines and an equitable process for managing the City’s allocated messaging <br />time on digital billboards provided under agreement with billboard operators in accordance with City <br />ordinance and permit conditions. <br /> As part of the City’s agreement(s) with digital billboard operators, the City is allocated a specific <br />amount of message display time each month. These messages must promote City-approved <br />information, services, or events, and must comply with all applicable ordinance and permit <br />conditions. <br />PROCEDURES <br />The Administration Department will manage the messaging program, including message selection, <br />scheduling, content development, and coordination with departments and digital billboard operators. <br />MESSAGE PRIORITIZATION GUIDELINES <br />Messages should align with City goals and public service priorities. Priority will be given to: <br /> 1.Emergency alerts (e.g., public safety, severe weather, road closures) – including alerts from <br />external government agencies when necessary. These messages are allowed and will count <br /> against the City’s allotted monthly time. <br />2.City-wide initiatives (e.g., elections, census participation, budget engagement) <br />3.Major community events organized or sponsored by the city <br />4.Time-sensitive city programs or services (e.g., utility billing assistance deadlines, registration <br />deadlines) <br />5.Department requests for outreach or awareness (as approved by Communications) <br />In the event of an emergency or urgent citywide issue, scheduled messages may be preempted <br />without notice. <br />Messages promoting political campaigns, religious events, private business promotions, or non-city- <br />sponsored events will not be permitted. <br />EXTERNAL AGENCY REQUESTS <br />City billboard messaging time is reserved exclusively for City of Roseville content. Messaging <br />requests from external agencies, including government partners such as school districts, counties, <br />watershed districts, and state agencies, will not be accepted except in the case of emergency alerts. <br />Emergency alerts issued by verified government agencies may be approved for display and will <br /> count against the City’s monthly allotment.
