<br />REQUEST FOR COUNCIL ACTION <br />Date: 6/2/2025 <br />Item No.: 7.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Consider Complaint Alleging Violations of the Roseville Ethics Code <br />by City Councilmember Strahan <br />1 <br />2 Background <br />3 On April 23 and 24, 2025, the City of Roseville received two complaints stating that Councilmember Julie <br />4 Strahan violated the Roseville Ethics Code with statements made by her at the April 21, 2025 City <br />5 Council meeting regarding the vacation of the Aldine Street right-of-way. <br />6 <br />7 City Attorney Rachel Tierney has completed the investigation (Attachment 1) and has concluded that <br />8 Councilmember Strahan has not violated the Roseville Ethics Code. Supporting material regarding the <br />9 complaints, the Roseville Ethics Code, and the City Council case regarding the proposed vacation of the <br />10 Aldine St. right-of-way have been included as attachments. <br />11 <br />12 The Roseville Ethics Commission met May 14, 2025 to consider the information. After review of the <br />13 information and discussion, the Ethics Commission unanimously concurred with the findings of the City <br />14 Attorney's report and recommended that the report be forwarded to the City Council with the finding that <br />15 no violations of the Roseville Ethics Code occured. <br />16 <br />17 Policy Objectives <br />18 The Roseville Ethics Code has been created to maintain ethical standards to guide Public Officials in the <br />19 transaction of public business. <br />20 <br />21 Equity Impact Summary <br />22 As stated in the Purpose Section of the Roseville Ethics Code: <br />23 The proper operation of democratic government requires that Public Officials be independent, impartial <br />24 and responsible to the people; that government decisions and policy be made in the proper channels of <br />25 the government structure; that public office not be used for personal gain; and that the public have <br />26 confidence in the integrity of its government. <br />27 <br />28 The Roseville Ethics Code provides a clear framework for fair and impartial decision-making that will <br />29 help to ensure that all community members are treated the same regardless of their background. It also <br />30 fosters a culture of transparency and trust, encouraging community members to speak up when they <br />31 witness a potential injustice. <br />32 <br />33 Finally, the Roseville Ethics Code requires an independent investigatory process that ensures <br />34 transparency and due process for all those involved. <br />35 <br />36 Budget Implications <br />37 None. <br />38 <br />Page 1 of 2 <br />Qbhf!43!pg!385 <br /> <br />
