Attachment 1 <br />neighborhood to cut through to go to Brimhall Elementary. Some of these residents, although <br />opposing the vacation, expressed opposition to creating a formal paved path. <br />One of these individuals who testified in opposition to the vacation was Linda Strahan. She is the <br />1 <br />sister-in-law of Council Member Julie Strahan, and lives at 1988 Wheelerwhich she explained is <br />“just two blocks from the path.” None of the individuals who testified in opposition to the proposed <br />vacation own property abutting the Aldine ROW. <br />Resident Testimony – Supporting Vacation <br />During the public hearing, four individuals testified in favor of vacating the Aldine ROW and <br />provided a letter supporting the vacation signed by all eight property ownersabutting the Aldine <br />ROW. Their testimony expressed frustration about disrespectful dog walkers and excitement at <br />the opportunity to take over the area and to better maintain it and get rid of invasive species. One <br />resident testified that having people walking by on the path felt “intrusive.” These individuals also <br />opposed a formal paved path, explaining concerns over cutting down mature trees, which would <br />also change the character of the Aldine ROW, and expressing safety concerns due to a lack of <br />sidewalks on Roselawn. Finally, they asked the Council to approve the vacation. All of the <br />individuals who testified in favor of the proposed vacation own property abutting the Aldine ROW. <br />Council Member Strahan Comments and Motion <br />After the close of the public hearing, Mr. Freihammer answered some questions from Council <br />Members, and then Council Member Strahan spoke: <br />I also wanted to take the opportunity, I'm Julie Strahan, Roseville City <br />Councilmember. I live at 1260 Shryer, and I would advocate for keeping this <br />pedestrian connection. A previous speaker is my sister-in-law. I live on the other <br />side of Hamline, but we walk quite frequently, quite safely, across Roselawn and <br />use that path to walk over and then walk through Ridgewood Lane to get back home. <br />I think delineating where that path is so that people don't encroach on Miss Brown's <br />property is very important. For a while, it looked like the path was closed, and I <br />reached out and asked why. They said that's not true, but there was some fencing <br />or something at the end and they said, “Oh no that's not changed”. So, being very <br />intentional about knowing that the path was an available spot. There really isn't a <br />point between Fairview and Snelling to head South and so really, if you are on foot, <br />it's a lot longer to Fairview than you think it is in that area. And so, I just think it <br />has been a really lovely resource. I realize whenever we encroach what someone <br />perceives to be their space, it can be challenging. But I do think it has been the <br />footpath for a long time, and I would advocate for keeping it.
