packet materials, current transportation and pathway plans were <br />used to identify the list of ROW no longer needed by the City. <br />ROW vacation benefits to the City and adjacent property owners <br />were noted to include more owner control of property use and <br />clarity regarding responsibility for vegetation control and debris <br />management. <br />A turnback of the Aldine ROW that includes a 20-foot pathway <br />easement would place an undue burden on property owners and <br />would not align with the purpose of the City’s ROW vacation <br />actions. Property owners would be forced to assume <br />responsibility and risk without receiving the rewards of property <br />ownership. The Aldine ROW also has about a dozen mature oak <br />trees, which would be vulnerable during and after construction of <br />a potential future pathway. <br />The 2021 City of Roseville Pathway Master Plan (Plan) includes <br />detailed maps of existing and proposed paths. Proposed <br />pathways were vetted and prioritized according to a well-defined <br />process. Plan maps (pages 44-49) illustrate pathway placement <br />and spacing norms across Roseville and a few short sidewalk <br />segments between residential properties. There are no long <br />pathways, existing or proposed, between residential properties. <br />The Aldine ROW is not in the 2021 Plan, presumably because <br />there are already two off-street paths with controlled intersection <br />crossings within about ¼ mile of the Aldine ROW. Inserting a <br />spontaneous pathway on the Aldine ROW would create both a <br />dangerous, uncontrolled crossing at Roselawn and a singular <br />departure from Roseville’s normal pathway placement and <br />spacing. <br />Roseville’s mission statement says in part that the City will <br />provide ethical and efficient government, and that the City <br />aspires to prioritize environmental conservation. Methods for <br />upholding the mission statement are laid out in processes and <br />planning documents. The City-proposed Aldine ROW vacation <br />has been impeded by misinformation and emotion. Fortunately, <br />the City has established processes and thoughtful plans in-place <br />to aid unbiased, fact-based decision-making when faced with <br />disagreement. <br />As career civil servants ourselves, we respect and appreciate the <br />effort and expertise of City staff, the value of established <br />processes and precedent, and the significance of forward-looking <br />planning documents. We are also grateful to you, the citizen <br />elected officials of Roseville, who have agreed to impartially and <br />equitably act in good faith on behalf of all Roseville residents. <br />Please vote to vacate the Aldine Street right-of-way retaining the <br />existing utility easement, as the City originally proposed and in <br />alignment with the 2021 City of Roseville Pathway Master Plan. <br />Qbhf!46!pg!464 <br /> <br />
