To:Roseville City Council <br />From:Jesse Freihammer, Public Works Director <br />Date:June 10, 2025 <br />Re:Feasibility Memo: PathwayInstallation within Aldine Street Right-of-Way Corridor <br />1.Executive Summary <br />The City of Roseville Public Works Department is evaluating the feasibility of constructing a public <br />pathwaywithin the Aldine Street right-of-way corridor between Ryan Avenue West and Roselawn <br />Avenue West. This analysis was initiated in response to the City Council tabling a resolutionon April <br />21, 2025to vacate certain portions of Aldine Street (public right-of-way)following a public hearing <br />where residents expressed differing opinions regarding the proposed vacation. While residents <br />abutting the right-of-way supported the vacation to eliminate pedestrian traffic near their homes and <br />obtain rights to the land, others advocated for preserving pedestrian access and incorporating the <br />This memo assesses the feasibility of formalizing a pathwaythrough the corridor and includes <br />planning context, constructability analysis, cost implications, and environmental and neighborhood <br />impacts. <br />________________________________________ <br />2.Purpose <br />This memo is intended to address the request by the City Councilon the April 21, 2025 council <br />meetingto provide a feasibility analysis regarding the potential installation of a public pathwaywithin <br />the Aldine Street right-of-way corridor.
