<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.c. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Final Payment for 2023 Drainage Improvement Project 23- <br />10 <br />1 <br />2 Background <br />3 On July 10, 2023, the City Council awarded the 2023 Drainage Improvement Project 23-10 <br />4 to Bituminous Roadways, Inc. Work completed under the contract totaled $497,476.84. The <br />5 work has been completed, was in accordance with project plans and specifications, and is <br />6 now ready to be closed out. <br />7 <br />8 The drainage project consisted of improvements at four locations to maintain existing <br />9 infrastructure, improve function, and to relieve some local drainage issues: <br />10 1. Little Lake Johanna Storm Sewer – replaced failing storm sewer pipe. <br />11 2. Oakcrest Avenue – installed pretreatment device to remove direct connection to the <br />12 Central Park Wetlands. <br />13 3. Concordia Pond – expanded an existing pond to improve local drainage, reduce <br />14 downstream flooding risk, and improve water quality of Villa Park and Lake <br />15 McCarrons. <br />16 4. Aglen Street – installed storm sewer to relieve impacts to residential structures from <br />17 regional drainage. <br />18 <br />19 <br />20 Policy Objectives <br />21 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />22 systems operating in a safe condition. <br />23 <br />24 Equity Impact Summary <br />25 There should be no equity impacts associated with the closure of the construction contract. <br />26 <br />27 Budget Implications <br />28 The final contract amount, $497,476.84, is $11,168.34 (2.2%) higher than the award <br />29 amount of $486,308.50. Increased costs were due to the need to increase a few quantities <br />30 based on actual construction limits.
