<br /> <br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.d. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Approve Equity-Focused Clean Water Fund Grant Agreement with <br />Metropolitan Council <br />1 <br />2 Background <br />3 Roseville was successful in a grant application for the pilot Equity-Focused Water <br />4 Efficiency Rebate Program offered by the Metropolitan Council. For the 2024-2025 cycle, <br />5 the state appropriated $1,500,000 from the Legacy Amendment’s Clean Water Fund for <br />6 water demand reduction grants to assist municipalities in the metro area with implementing <br />7 water demand reduction measures to ensure the reliability and protection of drinking water <br />8 supplies. The Met Council allocated $400,000 of the Clean Water Fund to implement a pilot <br />9 equity-focused water efficiency grant program effective July 2025 – June 2026. <br />10 <br />11 Once the agreement is fully executed, Roseville will have $9,000 available for equity- <br />12 focused water efficiency rebates, of which Roseville will not need to match. Qualifying <br />13 residents can purchase approved US EPA WaterSense labeled toilets, then submit a <br />14 reimbursement application to the City. If funds are still available and the purchase qualifies, <br />15 a rebate will be applied to their water bill. There is a $600 maximum rebate amount per <br />16 household, per grant cycle.
