<br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.f. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Declare Commission Mid-Term Vacancies <br />1 <br />2 Background <br />3 The City's Appointment Policy states "Regular commission appointments and reappointments will occur <br />4 each spring in March. If vacancies occur, the council will consider appointments to fill those vacancies in <br />5 March or September." <br />6 <br />7 Currently there is one vacancy on the Public Works, Environment and Transportation Commission due <br />8 to the resignation of Sarah Rudolf. Staff is recommending that the Council officially declare a vacancy <br />9 for that commission so appointments can be made in September. <br />10 <br />11 Policy Objectives <br />12 Chapter 201 of the City Code states that "Advisory Commissions are established to provide a method for <br />13 citizen input and are advisory to the City Council." The existence of city advisory commissions is <br />14 supportive of the Community Aspiration to be a community that is welcoming and inclusive of all people. <br />15 <br />16 Equity Impact Summary <br />17 Research indicates that diverse groups are better at problem-solving and innovation, and leads to more <br />18 comprehensive and effective policy recommendations. Scott E. Page's research in The Difference: How <br />19 the Power of Diversity Creates Better Groups, Firms, Schools, and Societies (2007) demonstrates that <br />20 groups with a range of approaches are better at problem-solving and innovation than more <br />21 homogeneous groups. This means that incorporating diverse viewpoints across city commissions will <br />22 enhance the advisory commissions' ability to foster inclusive policymaking, and create more effective <br />23 and equitable public services.
